Enhancing the role of the provincial Party Committee as a "comprehensive advisory body".

On the afternoon of July 31st, the Standing Committee of the Provincial Party Committee held a working session with the Provincial Party Committee Office to discuss the implementation of tasks during the first seven months of the year and the plan for the coming period. Central Committee member and Provincial Party Secretary Le Ngoc Quang; and alternate Central Committee member and Standing Deputy Provincial Party Secretary Nguyen Long Hai chaired the meeting. Also in attendance were Standing Committee member and Chief of the Provincial Party Committee Office Le Van Bao; and leaders of the Provincial Party Committee's Organization Department.

Addressing the meeting, Provincial Party Secretary Le Ngoc Quang affirmed that, in recent times, the staff and officials of the Provincial Party Committee Office have continuously strived, closely adhering to political tasks, coordinating closely with relevant agencies and units, providing timely advice and effectively serving the leadership and direction of the Provincial Party Committee, making an important contribution to the overall achievements of the provincial Party organization.

However, with the increasing demands in Party building and socio-economic development tasks, especially in the context of implementing the Resolution on the reorganization of administrative units and organizational structures, the advisory and support work of the Provincial Party Committee Office requires improved quality, professionalism, and responsibility, particularly in its strategic advisory role.

Over the past period, closely following the plan to merge the two Provincial Party Committee Offices, and the Decisions and Regulations of the Provincial Party Committee and Standing Committee, the Provincial Party Committee Office has issued decisions to establish subordinate departments, promulgated working regulations, and assigned specific tasks. It has also arranged and organized offices, meeting rooms, facilities, and equipment to ensure the operation of the Standing Committee of the Provincial Party Committee, the leaders of the Provincial Party Committee's departments, and the officials, civil servants, and employees of the agency after the provincial merger.

Regarding the performance of tasks in the first seven months of 2025, the Provincial Party Committee Office closely followed the policies, resolutions, and work programs of the Central Committee, the Provincial Party Committee, and the Standing Committee of the Provincial Party Committee to provide timely and high-quality advice and coordination, ensuring good service for the leadership and direction of the Provincial Party Committee, the Standing Committee, and the Standing Committee of the Provincial Party Committee in the fields of socio-economic affairs, foreign affairs, and Party building; providing timely and thorough advice and support for meetings of the Standing Committee of the Provincial Party Committee, meetings of the Standing Committee of the Provincial Party Committee, and working groups of the Standing Committee of the Provincial Party Committee; and providing thorough advice and support for welcoming delegations of Party and State leaders, central ministries, departments, and agencies, and provinces and cities visiting and working with the province. Along with that, attention was paid to financial management, digital transformation, cryptography, and document management and archiving.

During the meeting, delegates focused on discussing solutions to improve the effectiveness of advisory and support work, especially in the field of digital transformation and information technology applications; and training to enhance the capacity of officials and civil servants.

Concluding the meeting, Provincial Party Secretary Le Ngoc Quang acknowledged and commended the sense of responsibility, high efforts, and important results achieved by the staff and officials of the Provincial Party Committee Office in the past period.

Emphasizing the current stage, the role, functions, tasks, and quality requirements of the Provincial Party Committee Office are higher. Therefore, the Office needs to improve its capacity and the quality of its advisory services, especially on major, complex, and sensitive issues. The advice must be accurate, timely, comprehensive, and leave nothing unsaid.

In addition, the Provincial Party Committee Office is focusing on preparing for the Provincial Party Congress, term 2025-2030, coordinating closely with subcommittees and relevant agencies to fully and scientifically incorporate contributions to the Draft Document, ensuring it is strategic, practical, and reflects the province's strong development aspirations in the new term.

Simultaneously, comprehensive attention must be paid to all aspects of serving the Congress. Emphasis should be placed on building a high-quality, professional, capable, loyal, and dedicated team of office staff.

Specific plans are needed for training, developing, rotating, selecting, and utilizing cadres with the necessary qualifications, capabilities, qualities, and innovative thinking; emphasizing digital transformation in Party work; and pioneering the effective deployment of shared digital platforms.

Provincial Party Secretary Le Ngoc Quang also emphasized that, given the vast geographical area and significant workload, the Provincial Party Committee Office must continuously strengthen close coordination with Party committees, localities, and central agencies monitoring the area to promptly grasp the situation and provide effective advice in various fields.

At the same time, it is necessary to continue to improve the reception, ceremonial, and logistical work in the province's domestic and foreign activities, contributing to building an image of friendly, professional, and reputable provincial leaders, and contributing to the successful achievement of the set goals and tasks.
