Recently, one of the most mentioned issues is the merger of administrative boundaries; the arrangement and streamlining of the staff of civil servants and public employees (CBCCVC) after the merger; the rearrangement of the political system's apparatus and the merger of provinces, cities, communes, wards and towns; and the issue of eliminating the intermediate administrative level (district level), building a 2-level local government. In that context, it is necessary to have the joint efforts and consensus of all cadres, party members (CBĐV) and people of all walks of life; requiring the mass mobilization work of the Party, government, Fatherland Front and mass organizations to be promoted and performed well, ensuring the successful completion of the set political goals and tasks.
Discussing the mass mobilization work of the Party Committee and local government, comrade Dinh Thi Thuy Hao, Secretary of the Party Committee of Ngoc Son Ward (Kim Bang Town) said: In the current context, the locality also has certain difficulties. The staff, especially the ward staff, have many concerns when their work may be disrupted, or even lose their jobs when merging administrative units. People have concerns and worries about the information about the locality being in the process of merging, eliminating intermediate administrative levels (district level); whether the change of administrative boundaries and apparatus, new administrative units will affect civil transactions, the need to resolve essential administrative procedures or not...
Grasping these issues, the Ward Party Committee has proactively done a good job of disseminating and implementing the directives of the higher-level Party Committees on the reorganization of the political system. First of all, it requires civil servants and public employees in the political system to clearly identify that this is a revolution in streamlining the organizational apparatus, along with streamlining the payroll to improve the efficiency, effectiveness and efficiency of management and operation of Party, State, Front and mass organizations; expanding the development space of localities when merging administrative units at all levels.
Accordingly, it requires exemplary behavior and sacrifice of personal interests of a part of the Party members for the common interests of the local collective and unit. Along with that, the Party Committee of the ward closely follows the requirements and tasks set out in the annual work program; actively leads, directs, urges, inspects and supervises the implementation of economic , cultural, social, security and defense development targets of the locality, ensuring that all work and activities are not interrupted due to the reorganization of the apparatus, the merger of administrative units at all levels, especially activities related to people and businesses. Currently, in the ward, the tasks of Party work, government work and mass organizations are still being implemented in an orderly and effective manner.
According to the report of the Department of Mass Mobilization of State Agencies, Ethnic and Religious Affairs (Provincial Party Committee's Propaganda and Mass Mobilization Department), in the first quarter, the mass mobilization work of agencies, units and localities in the province continued to be effectively implemented. In particular, the Provincial People's Council and People's Committee prepared well the content and program for the 24th Session (special session) in 2025; continued to coordinate with the Provincial Party Committee's Propaganda and Mass Mobilization Department to implement the regulations on coordination in implementing mass mobilization work in the area; the Provincial People's Committee developed a Plan to implement mass mobilization work of the government in the province in 2025; focused on directing the arrangement and streamlining of the apparatus to ensure progress, quality and compliance with regulations...
