This is the entire urban area of the old Sa Pa town, the core area of the general planning of Sa Pa National Tourist Area approved by the Prime Minister.

This area has completed the zoning plan, so it is very convenient for management, infrastructure investment proposals and investment attraction. In terms of economic scale, Sa Pa ward accounts for over 90% of the old town's budget revenue; in terms of economic structure, services - tourism account for over 70%.
Therefore, immediately after the new communes and wards were established, Sa Pa ward took the lead in coordinating with the communes of the old Sa Pa town to sign a coordination charter to promote tourism development, connect infrastructure, coordinate land management, construction order, etc.

Like Sa Pa ward, the new Bat Xat commune after the merger is expected to become the connecting center of the region. Bat Xat commune was established on the basis of merging the communes: Quang Kim, Phin Ngan, Ban Qua, Ban Vuoc and Bat Xat town, with a strategic location, and the traffic infrastructure connecting inter-regions and with China is being heavily invested.
In the period of 2021 - 2025, many planning projects were implemented to serve as a basis for calling for investment in infrastructure projects in areas with development potential in the commune, such as: Detailed planning project of Bat Xat district entertainment area 308 ha; Detailed planning of logistics area in Kim Thanh - Ban Vuoc area 332 ha; Detailed planning of industrial park for processing, manufacturing, packaging of import and export goods 222 ha; Detailed planning of Ban Qua Industrial Park 95 ha; Adjusting and expanding the detailed planning of Ban Vuoc sub-border gate with a scale of 343 ha, creating a basis for investment in building a special functional area for tourism development and trade services, logistics, import and export of the province.

Mr. Nguyen Manh Hung - Chairman of Bat Xat Commune People's Committee said: Investment resources and large projects in Bat Xat commune account for about 60% of the volume of the old Bat Xat district, which affirms the position of the central commune, and at the same time requires Bat Xat commune to become a driving force for the region. Currently, the commune is focusing on implementing works, projects, technical infrastructure, residential areas, ensuring smooth connection between inter-commune areas, in accordance with the general planning orientation of the province and the key development direction of the inter-commune area...
Implementing the arrangement of administrative units under the direction of the central government, in the process of researching and calculating the plan to merge commune-level administrative units, Lao Cai province has advocated that each old district area will establish a commune or ward with the role of a driving center. The requirement is that these communes and wards will promote the development of the entire old district area, the center connecting with the remaining areas and the whole province.

After completing the arrangement of administrative units and organizing operations according to the two-level local government model, it is possible to clearly see the outstanding advantages of the central communes established on the basis of merging communes with strategic locations in the old district center.
These are areas with clear planning, basic infrastructure, convenient transportation and more developed socio-economic conditions than other communes in the district. The central communes also inherit the physical facilities of the old district, often being the place where administrative agencies, schools, hospitals, markets and public service areas are concentrated, creating a solid foundation to promote the leading role.

Some central communes after the merger still face difficulties in synchronizing infrastructure, managing residents and solving arising social problems.
