Vice Chairman of the Provincial People's Committee Quach Tat Liem inspected the field of the Traffic Infrastructure Project connecting the Capital Region through Xuan Hoa ward.
The Traffic Infrastructure Project connecting the Capital Region in Vinh Phuc area (Ring Road 5 - Capital and the road section along the foot of Tam Dao mountain, connecting Ring Road 5 with National Highway 2B to Tay Thien, going to National Highway 2C and Tuyen Quang) has a total investment of 1,800 billion VND with a route length of 26.7 km; in which the route section belonging to Ring Road 5 - Hanoi Capital Region has a length of 9 km; the route section belonging to the road along the foot of Tam Dao mountain has a length of about 17.7 km (of which 1.7 km overlaps with the existing road).
The project is expected to recover about 133.27 hectares/2,703 households (of which, agricultural land 100.9 hectares; non-agricultural land 19.6 hectares; residential land and perennial crops interspersed 12.3 hectares; other land 4,000 square meters). Accordingly, 82 households must resettle on an area of 2.4 hectares (arranged in 6 resettlement areas), and at the same time expand 2 more People's cemeteries.
According to the representative of the Vinh Phuc Regional Project Management Board, up to this point, localities have handed over 11.1/25 km of land to investors and contractors (equivalent to 44%). In the areas where the land has been handed over, contractors have completed 6.6 km of roadbed construction; completed 2.2 km of roadbed structure; paved 1.75 km of asphalt concrete; completed 16/72 culverts with horizontal drainage systems; completed the main span structure of 7/9 bridges. The organic layer is being scraped and the roadbed is being filled within the area of the land that has just been handed over, about 2.3 km. The value of the project to date has reached about 370 billion VND.
Currently, the project is facing difficulties in resettlement procedures, expanding the People's Cemetery, and selecting a consulting unit to determine land prices. Along with that, there are problems in compensation for land and property of households and some organizations.
Staff of Vinh Phuc Regional Project Management Board and Xuan Hoa Ward Project Management Board reviewed and compiled the number of households with land and assets within the recovery area.
Mr. Pham Ngoc Lan, Head of the Project Management Board of Binh Tuyen Commune, said: To implement the Traffic Infrastructure Project connecting the Capital Region, Binh Tuyen Commune must recover 30.77 hectares. However, up to now, Binh Tuyen Commune has only transferred ownership of 25.546 hectares/25.546 hectares of agricultural land; reviewed and summarized the number of households with residential land and assets within the recovery scope; no area has been handed over to the investor due to difficulties and problems in determining the owner of the forest land area; declaring and counting assets; determining the origin of the land.
Specifically, for the area of 3.4 hectares of forest land managed by Tam Dao Forestry Center, in reality, there are currently about 30 households using this land area to grow trees since 1980 - 1990 (households do not have land allocation contracts, tree planting contracts...), when the project recovers, the households request to be compensated for land and trees. However, the Commune People's Committee currently has no basis to declare and make a compensation plan for these households because the land area is under the management of Tam Dao Forestry Center.
Regarding the area of 2.24 hectares of special-use forest land managed by Tam Dao National Park, it has been removed from the planning of Tam Dao National Park. However, the transfer procedure between Tam Dao National Park and the locality has not been completed yet, so the Commune People's Committee has difficulty in determining the owner of the forest land and has not been able to carry out compensation and site clearance work for the project.
As for households whose land is recovered for resettlement, they request that when the investor finishes investing in and building the two resettlement areas, the Provincial People's Committee will consider recovering the land and granting resettlement land without having to pay the difference in land price between the recovered location and the new resettlement area and agree to declare and count assets and trees.
In addition, the management and archiving of land records in the past were not complete, the land in the area of Trung My commune (old) was large, people used the land according to customs and practices, reclaimed land and built houses on the land but did not complete the procedures to issue Land Use Rights Certificates, households have lived there since the time the 2003 Land Law took effect, leading to the determination of land origin taking a lot of time. Meanwhile, the land did not have papers, people requested compensation, support to change jobs and find jobs as with the land area with papers.
To ensure the progress of project site clearance, Binh Tuyen commune proposed and requested the Provincial People's Committee to direct the investor to speed up the preparation of investment in 2 resettlement areas, measure and draw land acquisition maps so that the commune can carry out compensation and site clearance for resettlement areas.
Soon issue a set of compensation and resettlement support prices to serve as a basis for declaring and counting land and assets, and establishing and approving compensation and resettlement support plans for the project. Assign specialized departments to research and guide communes in implementing compensation and resettlement work for the overlapping area between state organizations and people in the Tam Dao Forestry Center land area; speed up the progress of transferring Tam Dao National Park land to localities...
Similarly, compensation and site clearance work in the communes and wards of Xuan Hoa, Binh Xuyen, Tam Duong Bac, Tam Dao, and Dai Dinh are also facing difficulties and problems in determining land origin, land prices, and support payments...
At the inspection of the Capital Region Connecting Transport Infrastructure Project in Vinh Phuc area at the end of September 2025, Vice Chairman of the Provincial People's Committee Quach Tat Liem requested relevant departments, branches and localities to focus on removing difficulties and obstacles, speeding up compensation and site clearance work to soon hand over to the investor. Urgently complete the procedures for approving specific land prices, promulgate regulations on other support payments... to create a basis for the compensation organization to have a basis to prepare, submit for appraisal and approval of compensation plans.
The Vice Chairman of the Provincial People's Committee requested the investor and contractor to closely follow the construction site, urge progress, arrange reasonable construction time; strengthen supervision to ensure safety and quality during construction and complete the project on schedule.
