The Charter of the Vietnam Women's Union clearly states the functions of the organization including representing, caring for, and protecting the legal and legitimate rights and interests of women of all classes; uniting and mobilizing women to implement the Party's guidelines and policies, the State's policies and laws, and mobilizing society to achieve gender equality... With such a "guiding principle", in recent years, the Women's Union at all levels in Quang Ninh has constantly innovated and been creative in its activities, solving many women's issues, for the advancement of women.

Specifically, training courses on building happy families, practicing civilized lifestyles, preventing domestic violence, child sexual abuse, preventing gender-based violence, safe migration, policies for people with disabilities, vulnerable women, etc. The association has practically accompanied and supported members and women to constantly improve their knowledge in all aspects to have knowledge, health, and a sense of responsibility for themselves, their families, society and country. From there, they become more confident, dynamic, integrated, implementing gender equality, affirming their role and position in society.

Project 8 on "Implementing gender equality and solving urgent issues for women and children" chaired by the Women's Union is one of 10 component projects of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2025 period launched by the Prime Minister . In Quang Ninh, with the active and responsible participation of the Women's Union at all levels, many specific program contents from Project 8 are being implemented quickly into practice. In particular, there is active and close coordination between departments, branches and localities to focus resources and conditions to implement activities such as: Communication to change awareness about gender equality; training on skills to prevent violence, abuse and human trafficking; livelihood support to increase income; support for preserving traditional culture; Maternal and child health care... When unequal "ways of thinking and doing" are gradually eliminated, it will help society become more civilized and progressive.

Not only the Women's Union, but the entire system of the Vietnam Fatherland Front and socio-political organizations have the role and duty to care for and protect the legitimate and legal rights and interests of union members, members and the people. This includes the contents of policies and laws on gender equality - an important and indispensable requirement of a progressive society. Especially since 2006, the National Assembly has issued the Law on Gender Equality, which stipulates the principles of gender equality in all areas of social and family life, measures to ensure gender equality, and responsibilities of agencies, organizations, families and individuals in implementing gender equality. The Law also clearly states the responsibilities of the Vietnam Fatherland Front and its member organizations, including: Participating in the development of policies and laws and participating in state management of gender equality according to the provisions of law; ensuring gender equality in the organization; participating in monitoring the implementation of gender equality laws; Propaganda, mobilize people, members, union members to practice gender equality.

In Quang Ninh in recent times, innovating information and propaganda work, helping people raise awareness of policies and laws has become a regular and continuous task of the Vietnam Fatherland Front and socio-political organizations. Regarding the form of propaganda, all levels have focused on innovation, combining both direct (activities, meetings...) and indirect through social networking groups (zalo, facebook, youtube...), taking advantage of prestigious people among ethnic minorities, religions... Propaganda content is also selected and built in accordance with the need to learn about the law, the situation of public opinion at different times, or the specific characteristics of each group of union members and members in each locality...

Propaganda combined with mobilization has created the "brand" of the system of the Fatherland Front and socio-political organizations in Quang Ninh province. The staff is present in all grassroots areas, has prestige, enthusiasm, capacity and experience to carry out the task of propaganda, mobilization, bringing policies and laws to the people. Especially concretized in a series of campaigns, patriotic emulation movements, vigorously deployed in agencies, units and residential areas. Typical movements include the movements “The whole country joins hands to build new rural areas”, “The whole country joins hands for the poor - leaving no one behind”, “The whole people unite to build a cultural life”, “The whole people protect national security”, the campaign “Vietnamese people prioritize using Vietnamese goods”... Through these movements, messages about gender equality are effectively integrated, when both men and women have equal opportunities to improve their own capacity, participate more effectively in the economic, social and social development of the locality. And thus, the strength of national solidarity is consolidated and promoted.

Eliminating prejudice and implementing gender equality in Quang Ninh is increasingly having many positive changes, thanks to close coordination with all levels and sectors, and the participation and response of the whole society.
