On April 12, the Traffic Police of Chau Thanh District, Long An , issued an administrative fine against Mr. LVT (67 years old, residing in Thanh Hoa Hamlet, Thanh Phu Long Commune) for driving a bicycle while having alcohol in his body.
Previously, while on patrol, the traffic police discovered Mr. T. riding his bicycle on the road while appearing drunk.
The police signaled the vehicle to stop. After checking, it was determined that Mr. T. had an alcohol concentration of 0.4 milligrams per liter of breath. With this level of violation, the traffic police drew up an administrative violation report and temporarily seized the bicycle worth 1.4 million VND that Mr. T. had just bought a few days ago.
According to the Traffic Safety Committee of Long An province, recently, the traffic police force in the whole province has stepped up the implementation of the topic of strengthening inspection and handling of drivers violating alcohol concentration, but still discovered many violations.
In the first 3 months of 2023, the province has fined 3,045 cases of alcohol concentration violations while driving with a total fine of more than 17.4 billion VND. The number of violations and fines are as high as in 2022.
The Law on Prevention of Harmful Effects of Alcohol and Decree 100/ND-CP clearly stipulates the prohibition of drivers with alcohol concentration in their body from participating in traffic. According to Decree 100/ND-CP, bicycle and electric bicycle drivers will be fined 80-100 thousand VND when driving with an alcohol concentration that does not exceed 50 mg/100 ml of blood or does not exceed 0.25 mg/L of breath. Fines of 200-300 thousand VND will be imposed on cyclists and electric bicycle riders whose alcohol concentration exceeds 50mg - 80mg/100ml of blood or exceeds 0.25mg to less than 0.4mg/L of breath; fines of 400-600 thousand VND will be imposed on those whose blood or breath alcohol concentration exceeds 80mg/100ml of blood or exceeds 0.4mg/L of breath. In addition, violators will have their vehicles impounded for up to 7 days. |
