The whole room now only had the sound of machines operating along with the sound of walkie-talkies continuously announcing information at many locations with live situations.

Talking about the effectiveness of the "magic eye" system to monitor Hanoi traffic, Lieutenant Colonel Truong Song Thanh, Captain of the Traffic Command and Traffic Light Control Team, said that currently, throughout the capital, there are more than 600 traffic surveillance camera clusters operating 24/7, recording violations on the roads, and the data will be transmitted directly to the Traffic Command Center (Traffic Police Department).

From the above data, the officers in charge of monitoring the information directly will quickly analyze the images, record the characteristics, license plates, and violations, and the information will be transferred to the Traffic Police teams on duty on the route. Upon receiving information about the violating vehicle, the working teams will deploy forces to stop the vehicle for inspection and draw up a record of administrative violations according to regulations.

In cases of violations where the vehicle cannot be stopped for control and handling of the violation; the competent authority will verify, send a notice of violation and handle it according to the procedures prescribed in Circular No. 73/2024/TT-BCA.

The focused behaviors such as running red lights, entering prohibited roads, and stopping and parking in violation of regulations will be recorded and handled directly or through “offline fines”. Maximizing the functionality of the monitoring system contributes to modernizing traffic safety work and improving the effectiveness of handling administrative violations using technology.

According to the statistical report, from the beginning of January 2025 to the end of March 2025, the "magic eye" system has helped the traffic police detect and handle "cold fines" for a total of 1,351 vehicles. This is a number that clearly shows the effectiveness and deterrence for drivers with poor awareness, always looking for ways to violate traffic, will have to be wary and afraid because the fines for all of the above acts are very severe according to Decree 168.

In addition to handling violations, the camera surveillance system also helps authorities proactively monitor traffic situations, promptly detect and resolve traffic accidents and incidents, coordinate traffic regulation and prevention, and support other forces in ensuring security, order, and fighting and preventing crime.

At 8:00 a.m., at the violation handling team of the Traffic Command and Traffic Light Control Team, many people came to work and pay fines as announced by the police.

Traffic police officers work with a case of a late fine in Hanoi.

Sharing about going to the Traffic Command and Traffic Light Control Team Headquarters to pay the "cold fine", Mr. LMĐ. (Green SM taxi driver) said that he was quite surprised to know that he had violated the traffic surveillance camera system in Hanoi. However, the above data was clearly recorded in terms of both time and location, ensuring publicity and transparency. In addition, the fine payment process at the current Police Headquarters has been optimized and simpler than before, so even though he is a violator, he expressed his support for the application of technology in ensuring traffic safety.

Meanwhile, Mr. NNT (residing in Cau Giay District, Hanoi) said that for a long time, the habit of arbitrary traffic has been ingrained in people's consciousness. As long as there is no traffic police on the road, everyone goes their own way as long as it is convenient for them, leading to a very chaotic and chaotic traffic situation in the capital. However, recently, the increase in fines according to Decree 168 along with the promotion of traffic control using technology such as cold-fine camera systems has made the unconcerned part "feel uneasy", always afraid of being punished. As a resident of the capital, Mr. T. supports the handling of violations through cameras and suggests that more should be installed in the future.
