Speed up construction, remove site obstacles
On May 21, at the Bien Hoa - Vung Tau Expressway project site, Minister of Construction Tran Hong Minh directly inspected the progress, assessed the situation and gave important instructions to promote the project to be completed on schedule. This is a key traffic route connecting the Southeast region, playing a strategic role in the socio-economic development of the region.

According to the report of Mr. Pham Van Minh - Director of Project Management Board 85 (Ministry of Construction), the project component 2 (over 18 km long, passing through Long Thanh district, Dong Nai ) has achieved a construction output of about 51%. Of which, the embankment volume reached 75% with about 1.8 million m³, crushed stone aggregate reached 47% with 270,000 m³ gathered. The road construction items have been deployed for 6km, the CTB asphalt layer reached 8%, R25 asphalt concrete is 1km long and C19 reached 0.4km.
In addition, all 8 residential underpasses and 23 bridges on the route have been completed 100% of the plan. However, one of the biggest problems at present is the site clearance issue. Project Management Board 85 said that there are still 14 high, medium and low voltage power lines that have not been relocated, hindering the construction of important sections of the route. The Board requested the Dong Nai Provincial People's Committee to continue to actively support the site clearance and relocation of technical infrastructure to ensure completion on schedule by the end of 2025.
Component 1, over 16km long, passing through Bien Hoa City and Long Thanh District, is also being accelerated with 34 simultaneous construction sites. Package XL18 currently has a production output of 14.2%, while Package XL21 has exceeded 48.5%. The items mainly focus on embankment, weak soil treatment and bridge construction. The total demand for embankment for this section is 2.385 million m³, nearly 1 million m³ have been brought to the construction site so far.
Vice Chairman of Dong Nai Provincial People's Committee Ho Van Ha admitted that the progress of technical infrastructure relocation in the area is still slow. The Vice Chairman of Dong Nai Provincial People's Committee pledged to the Minister to direct more resolutely, increase field inspections day and night, and ensure clean ground for contractors to deploy synchronously in the coming time. The province has also licensed enough earth quarries to serve the construction.
At the site, Minister Tran Hong Minh acknowledged the efforts of the units but at the same time asked the contractors to take advantage of favorable weather conditions to speed up the progress. “We must distribute stone in as many locations as possible during the dry period. Any unit that is slow to construct or does not meet the requirements must be replaced immediately so as not to affect the progress of the entire route,” the Minister emphasized.

The Minister also noted that site clearance has been underway for many years but has yet to be completed. This puts great pressure on construction units and threatens the goal of completing the project in 2025. Therefore, local authorities need to be more determined to remove technical infrastructure bottlenecks and coordinate closely with the Ministry and investors.
Speeding up Long Thanh airport, starting construction of runway number 2
On the same day, Minister of Construction Tran Hong Minh worked with the People's Committee of Dong Nai province, ACV and contractors related to the progress of Long Thanh airport, a key national infrastructure project that is entering the final stage.
According to the Department of Economics - Construction Investment Management (Ministry of Construction), the construction of Long Thanh airport component projects is being accelerated. Of which, the headquarters of state management agencies (component 1) basically meets the schedule, many items are expected to be completed in the fourth quarter of 2025. The air traffic control tower (component 2) has been constructed to a height of 107.93/115m, expected to be completed before September 30. Other technical items such as the power station house, VIP area, and technical house will have equipment installed from June.

With the passenger terminal package (component 3), the units have completed construction to the 4th floor, reaching 72% of the rough construction volume, with a value of over 13,500 billion VND. Runway 1 has been completed, 3 months ahead of schedule, and the signal testing has been successful. However, the internal port traffic package (package 4.8) is behind schedule due to lack of machinery and human resources.
The total demand for stone for airport construction is about 4.92 million m3, but by mid-May only 1.18 million m3 had been supplied. ACV requested Dong Nai province to support more materials from Nui Nua mine and remove obstacles at mines that have not reached a supply agreement.
Regarding runway number 2, ACV has completed the design documents, which have been approved by the Ministry of Construction and are scheduled to start construction on May 30.
At the meeting, Minister Tran Hong Minh assessed that the project's progress has had many positive changes. He asked contractors to maintain "3 shifts" and prepare the site, materials, and cover plans to speed up construction during the rainy season. Regarding runway 2, the Minister asked ACV and contractors to proactively divide the work and prepare the foundation thoroughly for implementation immediately upon commencement.
The Ministry of Construction also emphasized the goal of basically completing the entire airport in 2025 and putting it into commercial operation from mid-2026.
