Conference on in-depth analysis of the Administrative Reform Index in Quang Ninh

(PLVN) - On May 22, the Department of Culture, Sports and Tourism of Quang Ninh organized a conference to disseminate and analyze in depth the Administrative Reform Index (PAR INDEX), the index measuring the satisfaction of people and organizations with the services of state administrative agencies (SIPAS), the Department, Division and Sector Competitiveness Index (DDCI) in 2024 and deploy tasks and solutions to improve the indexes in 2025 and the following years.

According to the report at the conference, in 2024, the PAR INDEX indicators: Department of Culture & Sports : 88.07 points, ranked 11/20 (up 7 places). Department of Tourism: 85.70 points, ranked 15/20 (up 8.36 places). Achieving the "Good" level, showing determination to improve the quality of operations and services; however, the level of achievement is low and not up to expectations. SIPAS: Department of Culture - Information: 93.69% satisfied, ranked 16/20 (up 4 places). Department of Tourism: 93.26%, ranked 17/20. Recognized by people and organizations for friendliness and responsibility in handling documents. DDCI: Department of Culture - Information: 74.81 points, ranked 9/16 (up 6 places). Department of Tourism: 74.75 points, ranked 11/16. Both units achieved the "Good" level, reflecting a clear improvement in the investment and business environment.

At the conference, Mr. Nguyen Viet Dung - Director of the Department of Culture, Sports and Tourism of Quang Ninh also pointed out existing limitations and requested to increase and raise scores for some indicators such as: SIPAS, PAR INDEX, DDCI.

To achieve the above issues, the Director of the Department of Culture, Sports and Tourism requested: Closely direct, regularly inspect, take reform results as competition criteria; Standardize processes, shorten administrative procedures; increase the rate of level 4 public services, integrate Zalo, smart apps; Improve public service culture - turn "self-awareness" into "standards"; link administrative reform (AR) results with monthly staff evaluation; Promote propaganda of AR, DDCI, SIPAS in depth, not ostentatious - but practical, easy to understand, easy to implement; Apply information technology (IT) in a practical way, arrange staff with digital skills; provide continuous training on digital transformation and public data protection; Support small and micro enterprises, especially in community tourism, cultural creativity, sports startups; Strengthen dialogue with businesses, create a transparent and equal environment; Build an automatic feedback mechanism, receive comments and handle recommendations quickly and effectively.

Mr. Nguyen Viet Dung emphasized that the numbers in PAR INDEX, SIPAS, DDCI are not just statistical results - but also the voice reflecting the level of improvement, measuring the satisfaction of people and businesses. Behind that are expectations, pressure and also the motivation for us to innovate compared to other departments and branches inside and outside the province. At the same time, Mr. Dung called on civil servants in the whole industry - from the leaders of the Department to each department - to continue to make continuous efforts, have a receptive mindset, act creatively and have the spirit of "serving, not managing".

The Director of the Department of Culture, Sports and Tourism requested all officials, civil servants, employees, workers and trainees attending to seriously listen, absorb, carefully study and deeply understand the contents thoroughly and analyzed at the Conference. On that basis, each individual must proactively review assigned tasks, clearly define responsibilities, find practical solutions to improve work quality, contribute to improving administrative reform indicators, people's satisfaction and the competitiveness of the Department.

Thereby, promptly organize an implementation meeting right after the Conference to thoroughly grasp the content and propose initiatives to improve work in line with the unit's reality; closely monitor the progress of implementing the groups of tasks and solutions mentioned, ensuring clear people, clear work, clear completion deadline; proactively coordinate with departments, branches, localities, especially the Provincial Public Administration Service Center, Department of Home Affairs to thoroughly handle the problems that have been pointed out.
