Over the past years, Lang Son province has actively attracted investment in the logistics service sector, which helps the customs clearance process run smoothly, thereby attracting many businesses to import and export goods through the province.

On December 11, 2024, Viettel Lang Son Logistics Park officially opened at Dong Dang - Lang Son Border Gate Economic Zone - this is a logistics center with the most modern and synchronous infrastructure in Vietnam, providing a closed import-export logistics service chain in goods clearance activities (customs clearance, quarantine, inspection, transshipment, warehousing to transportation according to a modern model).
Mr. Le Hong Giang, Director of Viettel Lang Son Logistics Park, said: The park is deployed according to the highest standards of artificial intelligence (AI) technology, big data and digital twins and automation (smart locker - smart lock, ...), so that cargo owners can declare goods 100% automatically. In particular, the park is now ready to deploy the self-driving vehicle system, so when the smart border gate infrastructure at Huu Nghi International Border Gate and Tan Thanh Border Gate is completed and put into operation, the park will immediately meet the transportation of goods according to the IVG self-driving vehicle model back and forth between the two border gates.
At the Chi Ma bilateral border gate, many enterprises have invested in large-scale warehouse systems and import-export goods gathering places. In particular, Chi Ma HTT General Import-Export Services Joint Stock Company is implementing a project of warehouse space and 2 bonded warehouses in the Chi Ma border gate area with a total area of over 8.6 hectares.
Mr. Mai Duc Trung, General Director of Chi Ma HTT General Import-Export Services Joint Stock Company, shared: In the coming period, the Chi Ma (Vietnam) - Ai Diem (China) bilateral border gate pair will be upgraded to an international border gate, and at the same time, the smart border gate model will be expanded and deployed at this border gate. In that context, the company will invest in upgrading the management system, operating the automatic warehouse and yard system; applying the latest automatic operating system to meet the needs of transporting specialized goods; improving mechanical equipment to automate the loading and unloading process, etc.
According to information from the Management Board of Dong Dang - Lang Son Economic Zone, currently, Lang Son province's border gates have 32 enterprises investing in wharves and warehouses to serve import and export activities. Of which, large-scale warehouses and wharves (yards) are concentrated in the border gate areas of Huu Nghi, Tan Thanh, Chi Ma, while small and medium-sized warehouses and yards are concentrated in the border gate areas of Coc Nam, Binh Nghi, Na Hinh, Na Nua, etc.
In particular, aiming to deploy the smart border gate model, enterprises investing in warehouses and yards at border gates in the province have been focusing on investing and upgrading technical standards and automatic, modern import-export goods circulation systems, ensuring full compliance with customs clearance standards according to the smart border gate model.
Investment incentives
Mr. Vu Quang Khanh, Deputy Head of the Management Board of Dong Dang - Lang Son Economic Zone, said: Implementing the direction of the Provincial People's Committee on turning Lang Son province into a modern border gate logistics service center of the country, in recent times, the board has proactively coordinated with departments, branches and sectors of the province to focus on increasing investment attraction, building and upgrading infrastructure serving logistics activities.
Specifically, from the beginning of 2025 to now, the provincial departments, branches and sectors have continued to upgrade the digital border gate platform, thereby helping to "digitize" the management of import and export activities of goods through border gates, helping to save time and costs for businesses. At the same time, implementing the direction of the Provincial People's Committee, the departments, branches and relevant forces at the provincial border gates also encourage businesses operating in the logistics sector to promote digital transformation, apply technical advances in management and operation of supply chains to serve import and export activities of goods.
It is known that the Provincial People's Committee is currently directing relevant agencies to focus on completing 3 projects under the Pilot Project on building smart border gates (project: investing in building inter-sectoral working houses for functional forces in the area of landmark 1088/2-1089; expanding the specialized road for import and export of goods in the area of landmark 1088/2-1089; expanding the specialized road for import and export of goods in the area of landmark 1119-1120) by the end of 2025.
Along with that, departments, branches and forces at the border gates in the province are organizing the exploitation and effective management of the logistics system of enterprises that have invested in the border gate area. At the same time, they continue to develop new logistics services to ensure good service for the needs of goods clearance through the border gates. In addition, relevant agencies of the province are continuing to implement many solutions to attract enterprises to invest, build and upgrade infrastructure serving logistics activities, thereby modernizing the border gate area.
Sharing this issue, Mr. Lieu Anh Minh, Deputy Director of the Department of Industry and Trade, said: implementing the direction of the provincial leaders, the Department of Industry and Trade is implementing the establishment of a cooperation mechanism to promote cross-border logistics services with the People's Government of Chongzuo City, Guangxi, China.
Accordingly, the Department of Industry and Trade is focusing on coordinating, researching, and advising the Provincial People's Committee to implement policies and strategies on developing logistics services in the province, aiming to promote cross-border logistics services to serve import and export of goods; promote cooperation with Guangxi (China) in support activities, creating conditions for Vietnamese and Chinese enterprises to cooperate and link to develop logistics supply chains, integrating services to facilitate import and export of goods.
Currently, in addition to continuing to focus on calling for and attracting investment from businesses and upgrading logistics systems at border gates, the Provincial People's Committee is continuing to direct relevant agencies to coordinate in promoting investment in logistics service infrastructure projects according to planning, synchronizing logistics infrastructure with Chinese border localities. In particular, in the immediate future, focusing on accelerating the progress to complete dry port projects, export processing zones, duty-free zones, etc.
In fact, in recent times, Lang Son province has been focusing on attracting investment and perfecting logistics infrastructure through reviewing planning and plans, ensuring the synchronization of traffic infrastructure and transportation services; focusing on investing in the synchronous development of logistics services associated with the development of Dong Dang - Lang Son Economic Zone, which contributes to improving competitiveness and developing the logistics system at the border gate.
Continuous investment in border gate infrastructure, investment and modernization of logistics systems supporting import and export activities have contributed to making Lang Son province a modern border gate logistics service center of the country. Investment in developing logistics systems at the border gate will create a solid foundation for the province to deploy the smart border gate model - the first pilot model at the border gate to promote automatic and modern customs clearance of import and export goods.
