Socio-economic development in 2024: Phu Ninh identifies limitations and overcomes difficulties

Bright spots

In a joint effort, the task of building new rural areas and developing urban areas continues to be directed and implemented by Phu Ninh. Economic sectors develop stably, in which the value of pure industrial and handicraft production reaches nearly 1,244 billion VND, equal to 40.3% of the plan, up 7.9% over the same period in 2023.

The value of commercial and service production reached nearly 1,967 billion VND, equal to 48.1% of the plan, up 9.1% over the same period last year. The total value of agricultural, forestry and fishery production reached nearly 959 billion VND, reaching 70.86% of the plan.

Notably, Phu Ninh has focused on supporting businesses in completing procedures to implement investment projects in the area. Accordingly, 2 businesses have started construction and received 2 new projects registered for investment in Cho Lo Industrial Park.

Besides the bright spots, Mr. Vu Van Tham - Secretary of the District Party Committee, Chairman of the People's Council of Phu Ninh district said that in general, the district's socio-economic situation still faces many difficulties when the budget revenue only reaches 46.25% compared to the estimate assigned by the District People's Council. The disbursement rate of capital sources is very low.

Although the progress of site clearance for key projects has been focused on, it has not met the requirements. The progress of the National Target Program on New Rural Development has not met the requirements. Administrative reform and digital transformation still have many limitations...

Determined to overcome limitations

At the recent 15th Session of the People's Council of Phu Ninh District (Term XII), the professional sector and the Chairman of the People's Committee of Phu Ninh District explained the issues that voters had opinions and recommendations on, and through the survey and supervision of the Standing Committee of the People's Council and the Committees of the District People's Council.

Such as clarifying the reasons why projects and works that have been approved by the District People's Council for investment have not yet started. Or the slow progress of implementing the new rural plan in the first 6 months of the year; the progress of site clearance for key projects has not met requirements...

According to data up to June 20, 2024, the disbursement rate of public investment capital in Phu Ninh only reached 15.18% of the plan. Explaining to the District People's Council, Mr. Huynh Xuan Chinh - Chairman of the People's Committee of Phu Ninh district said that there has not been any breakthrough in the disbursement of public investment capital in the district in the past time.

Although the District People's Committee issued a directive for implementation at the beginning of the year, it held monthly meetings to evaluate progress and promptly asked for direction from the District Party Committee Standing Committee to resolve arising problems...

It can be seen that the biggest subjective cause is that investors have not fulfilled their responsibilities, lacked monitoring, supervision, and have not resolutely dealt with weak construction units.

Determined to overcome the above situation, Mr. Chinh said that he has assigned the District Home Affairs Department to advise the District People's Committee to continue to consolidate, improve, and supplement relevant staff, such as economic - infrastructure, finance, finance - planning, natural resources - environment, project management board, etc.

Faced with difficulties in site clearance, the district prioritizes key projects, starting construction as soon as site clearance is available.

“From now until the end of the year, regarding the district's capital, the District People's Committee will continue to advise the District People's Council to adjust internal capital between a number of projects with low disbursement to the group with high disbursement progress.

"We must coordinate closely and clearly define assigned responsibilities to continue to remove difficulties and obstacles in the past time, and strive to best complete the targets and plans set for 2024," Mr. Huynh Xuan Chinh emphasized.
