  On the afternoon of September 28, in Hanoi, comrade Nguyen Trong Nghia, Secretary of the Party Central Committee, Head of the Central Propaganda Department, had a working session with the Ministry of Science and Technology (MOST).

Also attending were comrades: Lai Xuan Mon, member of the Party Central Committee, Deputy Head of the Central Propaganda Department; Vu Thanh Mai, Deputy Head of the Central Propaganda Department; and leaders of departments and units of the Central Propaganda Department.

On the side of the Ministry of Science and Technology, there were comrades: Huynh Thanh Dat, member of the Party Central Committee, Minister of Science and Technology; Nguyen Hoang Giang, Deputy Minister of Science and Technology and representatives of leaders of departments and units of the Ministry of Science and Technology.

Perfecting institutions and policies on science, technology and innovation

Reporting at the meeting, Deputy Minister of Science and Technology Nguyen Hoang Giang said: In recent times, the Ministry of Science and Technology has closely and effectively coordinated with the Central Propaganda Department in advising on the development and implementation of the Party's guidelines and policies and the State's laws in the fields of science , technology and innovation.

Specifically, the Ministry of Science and Technology has coordinated with the Central Propaganda Department to develop and submit to the Central Executive Committee, the Politburo, and the Secretariat for promulgation Resolution 27-NQ/TW of the 10th Central Executive Committee on building a contingent of intellectuals in the period of accelerating industrialization and modernization of the country; Resolution No. 20-NQ/TW, dated December 1, 2012 of the 11th Central Executive Committee of the Party on developing science and technology to serve the cause of industrialization and modernization in the conditions of a socialist-oriented market economy and international integration; Conclusion 50-KL/TW, dated May 30, 2019 of the Secretariat on continuing to implement Resolution 6 of the 11th Central Executive Committee on developing science and technology to serve the cause of industrialization and modernization in the conditions of a socialist-oriented market economy and international integration, etc.

Currently, the Ministry of Science and Technology is closely coordinating with the Central Propaganda Department to complete and submit to the Secretariat the draft Directive on national quality measurement standards until 2030 and the following years in October 2023.

The Ministry has advised on policies and laws to institutionalize the Party's guidelines and policies on developing intellectuals; built and perfected institutions and policies on science and technology to institutionalize the Party's guidelines and policies in the spirit of innovation.

Carrying out the assigned tasks in Resolution No. 37-NQ/TW, dated October 9, 2014 on theoretical work and research orientation to 2030, the Ministry of Science and Technology has coordinated with the Central Propaganda Department to deploy many S&T programs and tasks to serve the development of the Party's guidelines and policies for the 2016-2020 period and has achieved many important results, typically: Program "Research on important issues of social sciences and humanities to serve socio-economic development"; Program "Research, summarize, propose supplements and development of Marxism-Leninism - an important component of the ideological foundation of the Communist Party of Vietnam in the new context"...

The Ministry of Science and Technology coordinates with relevant ministries, departments, branches and scientific organizations to unify the policy of implementing theoretical research tasks in the spirit of Resolution No. 37-NQ/TW of the Politburo. To date, the Ministry has approved 04 key national social science programs and submitted to the Prime Minister for approval 02 special national science and technology programs, specifically: National science and technology program "Research on political theory science for the period 2021-2025", Program: "Research on economic growth model innovation in the new context", Program "Research and promotion of human values ​​and resources for national development", Program "Building and perfecting institutions to create momentum for rapid and sustainable national development in new conditions"...

In addition, the Ministry has coordinated with the Central Propaganda Department in disseminating the Party's policies and guidelines in the field of science, technology and innovation (S&T). The Ministry of Science and Technology regularly coordinates with nearly 50 news agencies and newspapers to produce thousands of news, articles, video clips, reports... to convey contents and messages on the Party's policies and guidelines, the State's policies and laws in the field of S&T and innovation in order to bring policies into life, creating consensus among the people.

To continue to improve the effectiveness of coordination between the Central Propaganda Department and the Ministry of Science and Technology in the coming time, Deputy Minister Nguyen Hoang Giang also said: The Ministry will strengthen coordination in advising on the development of the Party's policies and guidelines in the field of science and technology and innovation; propagating, disseminating, thoroughly grasping and guiding, inspecting, urging and supervising the implementation of the Party's resolutions, directives and conclusions in the field of science and technology and innovation. At the same time, coordinate in providing information on public opinion on prominent issues of public concern in the field of science and technology and innovation.

Developing high quality human resources for science and technology and innovation

At the meeting, Deputy Head of the Central Propaganda Department Lai Xuan Mon said: Resolution No. 20-NQ/TW has highlighted the Party's viewpoint and set out the task of developing science and technology as the top national policy, an important driving force for socio-economic development. At the same time, the Party's viewpoint has oriented to focus on developing science and technology, innovation centers as a driving force to help our country surpass the region and the world in some areas. This is a heavy task, accompanied by difficulties and challenges that need to be overcome.

Therefore, to effectively implement the above tasks and orientations, the Deputy Head of the Standing Committee of the Central Propaganda Department suggested that the science and technology sector should closely coordinate with the Central Propaganda Department to promote the dissemination of the Party's Resolutions on the field of science, technology and innovation, and advise on the development of projects to implement and concretize the major policies of the Party and State on the field of science, technology and innovation.

In his concluding remarks at the meeting, Head of the Central Propaganda Department Nguyen Trong Nghia stated: In recent times, our Party and State have paid special attention to science and technology. This is an important field to contribute to promoting the country's industrialization and modernization.

In recent times, we have achieved many important achievements in the field of science, technology and innovation. Specifically, on September 27, the World Intellectual Property Organization (WIPO) published the Global Innovation Index (GII) Report, in which Vietnam continued to improve its innovation input ranking, up 2 places compared to 2022, from 59th to 57th. This is something to be proud of for us to continue to develop and achieve even greater achievements.

In particular, scientific research work, advisory work on building and implementing the Party's guidelines and policies and the State's laws in the field of science, technology and innovation have achieved certain results.

Based on the results achieved, Head of the Central Propaganda Department Nguyen Trong Nghia suggested that the science and technology sector should coordinate with the Central Propaganda Department to improve the quality of advice to the Central Executive Committee, the Politburo, the Secretariat and state agencies on science, technology and innovation, and build a team of intellectuals. Strengthen close, regular and effective coordination to implement the Party's guidelines and policies, and the State's policies and laws in the field of science, technology and innovation.

  At the same time, promote propaganda, dissemination, understanding, guidance and urging the implementation of the Party's resolutions, directives and conclusions on the field of science, technology and innovation.

Research, organize scientific seminars and workshops and propose solutions to address outstanding and urgent issues in the field of science and technology, contributing to the effective implementation of resolutions, directives and conclusions of the Central Executive Committee, Politburo, Secretariat and strategies, programs and plans of the State on science and technology.

At the same time, it is necessary to attract and make good use of intellectuals, experts and scientists; further develop high-quality human resources for science, technology and innovation and invest heavily, promote the application of science, technology and innovation in life, contributing to the country's development./.
