According to the development plan for Phu Quoc City until 2040, it aims to meet development requirements consistent with the Kien Giang province's development plan with a vision to 2050, approved by the Prime Minister; in which, it ensures the capacity to meet development needs in the event of the formation of a special administrative- economic unit and the separation of Tho Chau island commune into a separate island district.

Simultaneously, the goal is to develop Phu Quoc into an attractive island-coastal city, meeting the standards of a Class I urban area and possessing a unique position as a marine economic zone; a comprehensive marine-coastal tourism and ecological service center with many distinctive values and national and international quality standards; a regional and international-level commercial and service center; and a regional and international-level high-tech healthcare and nursing center.

Regarding transportation planning, Phu Quoc International Airport will be upgraded and renovated to a capacity of 10 million passengers per year by 2030, and 18 million passengers per year after 2030. The seaport will have an international passenger terminal combined with general cargo handling, capable of receiving large international passenger ships and general cargo vessels up to 30,000 tons. It is projected that by 2040, Phu Quoc will welcome approximately 14.6 million tourists.

According to the People's Committee of Phu Quoc City, in 2023, the total budget revenue of Phu Quoc reached 7,744 billion VND, an increase of 34% compared to the projected figure and a 43% increase compared to the same period; the projected budget revenue for 2024 is 8,900 billion VND. In the past 5 years, Phu Quoc City has not only achieved budget self-sufficiency from its revenue sources but has also contributed to the budget of Kien Giang province.

To effectively implement the Prime Minister's planning project, Phu Quoc City commits to making every effort, coordinating with authorities at all levels to unlock its potential and advantages, unlock resources, and build a healthy investment environment; while simultaneously organizing the implementation of the plan in a scientific and rigorous manner, combined with "flexibility" to align with higher-level planning.
