In many communes, the implementation of the "Production" criterion has become a highlight in the roadmap for building new rural areas.

The cattle farming model in Muong Chanh commune is supported by relevant organizations and forces.

Located in a particularly difficult border area, Muong Chanh is the only commune in Muong Lat district that has achieved the NTM standard up to this point. More than 30km from the center of Muong Lat district with layers of mountains, hills, and forests, the local government and people are turning these disadvantages into an environment for economic development and income increase.

With more than 6,000 hectares of forest, including nearly 3,500 hectares of production forest, local people have known how to grow bamboo and other types of wood to supply the market. Livestock farming under the forest canopy has developed strongly. In recent years, the commune has always maintained more than 1,200 buffaloes and cows, more than 1,300 pigs and a flock of more than 15,000 poultry... In cultivation, although the total annual area is only more than 600 hectares due to lack of land, the commune has known how to accumulate into large models, regularly maintaining a specialized area of ​​more than 400 hectares of rice, 20 hectares of corn, 40 hectares of vegetables and fruits such as watermelon, mustard greens, taro, squash...

Although it is a highland commune, since 2021, Muong Chanh has mobilized the establishment of Muong Lat Agricultural and Forestry Trade and Service Cooperative located in Chai village to promote linkage in production and consumption of agricultural products. With only 10 members and a charter capital of 500 million VND, up to now, the Cooperative is implementing effective livestock, crop, plant protection, and agricultural product consumption services. The commune's main products are rice, corn, cassava, and vegetables and fruits for which the Cooperative has signed a production linkage contract. In the commune, there is a typical product of fragrant squash, which has been organized by the Cooperative with an area of ​​3 hectares in Chai village, cultivated according to VietGAP standards and product traceability. In November 2022, Dong Sa fragrant squash was recognized as meeting 3-star OCOP standards, becoming a famous product of the district participating in fairs in and outside the province, the market is increasingly expanding.

From developing production criteria, it has contributed to raising the average income of the most remote and disadvantaged commune among the communes that have met the NTM standards in Thanh Hoa province to nearly 46.5 million VND/person/year. The increasingly developing economy is one of the important conditions for Muong Chanh to be recognized as meeting the NTM standards in early 2025.

The mountainous commune of Cam Luong (Cam Thuy) is famous for its sacred fish stream tourist area, which is a favorable factor for the locality to promote and develop the tourism economy and related trade and service activities. Along with that, the commune's agriculture is developing strongly to improve and increase the income of the people. The commune has identified the main agricultural products as peanuts, corn, sugarcane and some forestry trees. Particularly for peanuts, the commune has built a concentrated raw material area, certified to meet VietGAP standards with the certification code: VietGAP-TT-76/CN-TDC-38 0324.

Every year, Cam Luong Agricultural Service Cooperative signs a contract to link production and consumption of peanut products with Phuc Hung Production, Trading and Business Joint Stock Company. This is also a cooperative that plays an important role in regulating and developing the commune's agricultural production with services such as planting, supplying agricultural materials, collecting non-toxic waste, linking production and consuming products. From the development of production criteria in the roadmap to the NTM finish line, up to now, the average income per capita of Cam Luong commune has reached nearly 50 million VND/year, while this is a commune in region 2, only stipulating an income level of 39 million VND/year or more.

In the last months of 2024 and early 2025, dozens of communes in the province were recognized as meeting NTM standards. Basically, the communes have taken advantage of their potentials and advantages to build economic models, especially in cultivation and livestock breeding. From there, the average income per capita of the communes exceeded the required standards to meet NTM standards, such as: Thanh Tien (Thach Thanh) reached more than 52 million VND/person/year; Thanh Cong (Thach Thanh) more than 50 million VND/person/year, Xuan Thai (Nhu Thanh) more than 45 million VND/person/year, Minh Tien (Ngoc Lac) more than 46.5 million VND/person/year... In the communes, the cultivation sector has applied scientific and technical advances in planting, and livestock breeding has been deployed in the direction of commercialization.
