The reason is that Thanh Binh Agricultural Service Cooperative still owes more than 1.2 billion VND in electricity bills to Krong Ana District Electricity (as of May 23).

The incident caused some people to go to the district to report and post information on social networks. However, the People's Committee of Dur Kmal commune did not report to the leaders of the district People's Committee to promptly direct the final handling.

On May 27, the People's Committee of Krong Ana district issued a document criticizing Mr. Nguyen Van Toan, Chairman of the People's Committee of Dur Kmal commune, for lax management of pressing and prominent issues among the people in the area under his charge, leading to an information crisis in cyberspace.

The People's Committee of Krong Ana district also requested the Chairman of the People's Committee of Dur Kmal commune to urgently direct Thanh Binh Agricultural Service Cooperative to send someone to sign an electricity purchase contract with the Electricity of Krong Ana district to ensure electricity supply for summer-autumn crop production.

In addition, the People's Committee of Krong Ana district also requested the Electricity of Krong Ana district to guide and create conditions for continuing the electricity usage contract to serve production in a timely manner, avoiding the situation of people complaining and causing insecurity, disorder and social safety in the area.

Speaking with VietNamNet reporter on May 30, Mr. Hoang Minh Giam, Vice Chairman of the People's Committee of Krong Ana district, said that the incident originated from the story of Krong Ana district Electricity Company cutting off electricity in some areas in Dur Kmal commune because of unpaid electricity bills.

According to Mr. Giam, this power outage caused some people to go outside the district to complain and then post inappropriate content on social networks. Moreover, the People's Committee of Dur Kmal commune did not report it, so the leaders of the district People's Committee did not know to handle it in time.

"We have had a meeting and given instructions to resolve the issue properly. The People's Committee of Krong Ana district also severely criticized and asked Mr. Toan to learn from his experience," said Mr. Giam.

On May 23, Krong Ana District Police executed an arrest warrant and searched the residence and workplace of Mr. Nguyen Van Sanh (63 years old), Director of Thanh Binh Agricultural Service Cooperative, and Ms. Nguyen Thi Trang (32 years old, accountant of the Cooperative) to investigate the same act of violating accounting regulations causing serious consequences.

Initial information, in 2013, Thanh Binh Cooperative signed a contract to provide irrigation products and services to individuals and rice-growing households in need.

From 2013 to 2020, although he did not provide irrigation products and services, Mr. Sanh still discussed and agreed with rice growers in the T90 field area in Buon Triet, Dur Kmal commune to create contracts to provide irrigation products and services, acceptance records, and liquidation records. Then he created fake documents to settle and receive payments from the state.

Mr. Sanh directed Ms. Trang, the accountant, to create fake documents and records for items including machinery repair, dredging and clearing canals, paying irrigation team wages, paying management board salaries, and paying electricity bills.

Then, Thanh Binh Cooperative divided a portion for those registered on the list, the remaining amount was used by the Cooperative.

From 2013 to 2020, the above subjects created many contracts to provide irrigation services to many rice-growing households in T90 field to settle and receive payment from the State budget.

Initially, the police determined that the two subjects caused damage to the state budget in the years 2016, 2017, 2018, estimated at more than 860 million VND. Searching the residence of the two subjects, the police seized many related exhibits and documents.

Thanh Binh Agricultural Service Cooperative was established by Mr. Nguyen Van Sanh in 2006 with 7 initial members.
