Approval of the Strategy for the Development of Vietnam's Cultural Industries

The Prime Minister has just approved the Strategy for developing Vietnam's cultural industries to 2020, with a vision to 2030.

Accordingly, in Decision No. 1755/QD-TTg, the viewpoints, objectives, tasks and solutions of the Strategy have been clearly stated. The Strategy clearly states the viewpoint: cultural industries are an important component of the national economy . The State creates favorable conditions to attract maximum resources from enterprises and society to develop cultural industries.

Developing cultural industries based on creativity, science and technology and intellectual property; maximizing the economic factor of cultural values; Developing cultural industries with a focus, key points, and a roadmap towards professionalism and modernity, promoting Vietnam's advantages, in accordance with the basic laws of the market economy; placed in the overall socio-economic development, ensuring unity and synchronization between sectors, stages of creation, production, distribution, dissemination and consumption; Developing cultural industries associated with promoting the image of the country and Vietnamese people, contributing to protecting and promoting national cultural identity in the process of international exchange, integration and cooperation.

The strategy also sets out the goal of developing Vietnam's cultural industries including: Advertising; architecture; software and entertainment games; handicrafts; design; cinema; publishing; fashion; performing arts; fine arts, photography and exhibitions; television and radio; cultural tourism to become important service economic sectors, developing significantly in quality and quantity, contributing positively to economic growth and job creation through the production of more and more diverse, high-quality cultural products and services, meeting the needs of creativity, enjoyment and cultural consumption of domestic people and for export; contributing to promoting the image of the country and Vietnamese people; establishing brands of cultural products and services; prioritizing the development of industries with many advantages and potentials of Vietnam.

By 2020, the revenue of cultural industries will contribute about 3% of GDP and create more jobs for society, in which the contribution of some specific industries such as the cinema industry will reach about 150 million USD (Vietnamese films will reach about 50 million USD); the performing arts industry will reach about 16 million USD; the fine arts, photography and exhibition industry will reach about 80 million USD; the advertising industry (on television, radio, newspapers, magazines, internet and outdoor advertising) will reach about 1,500 million USD; the cultural tourism industry will account for 10 - 15% of the total about 18,000 - 19,000 million USD in revenue from tourists.

The strategy also clearly states the tasks and laws to develop cultural industries. In particular, the capital for implementation will be mobilized from socialized sources, organizations, individuals and the state budget.../.
