By 2030, Nam Dinh province strives to become a province with fast, comprehensive and sustainable development; a fairly developed province in the country.

The scope of Nam Dinh Provincial Planning includes the entire Nam Dinh province with a natural area of ​​1,668.8 km2 ; 10 district-level administrative units including: 01 city (Nam Dinh city) and 09 districts (My Loc, Vu Ban, Y Yen, Nam Truc, Truc Ninh, Nghia Hung, Xuan Truong, Giao Thuy, Hai Hau). The sea space is determined according to relevant legal regulations.

The general objective of the Plan is to strive by 2030 for Nam Dinh province to become a province with fast, comprehensive and sustainable development; a fairly developed province in the country, one of the important development centers of the Southern Red River Delta.

Continue to develop in a multi-sector and multi-field direction, including: industry, tourism, agriculture, urban and rural areas; promote the development of coastal and marine areas to become the driving force for economic growth of the province. In particular, the orientation of green industry; eco-tourism, culture, history; smart urban areas and model new rural areas are the focus; science, technology and innovation become the driving force for growth. Build a system of urban areas and large-scale concentrated industrial parks. Develop a synchronous infrastructure system, conveniently connected with major socio-economic centers of the Red River Delta, the whole country and the region. Sustainable development of the ecological environment, effectively responding to climate change.

Specific goal by 2030, Nam Dinh strives for an average GRDP growth rate in the period 2021-2030 of about 9.5%/year.

The economic structure will shift positively. By 2030, the proportion of agriculture, forestry and fishery will account for about 12%; industry and construction will account for about 50%; and services will account for about 38%.

Average GRDP per capita by 2030 will reach about 160-180 million VND.

Promoting marine economic development

Regarding key tasks, focus investment resources on construction, renovation and upgrading of many important traffic routes connecting regional centers and key points. Promote investment promotion activities in economic zones, industrial parks and clusters. Promote the development of marine economy (marine industry, marine tourism, marine transport, exploitation of marine resources, etc.). Develop new industrial sectors and fields such as steelmaking and post-steel products, wind power, gas power, gas processing, etc. associated with the space of the marine economic zone.

Promote the restructuring of the agricultural sector, focusing on land accumulation and concentration according to planning to form "large fields". Promote linkage and effectively organize the implementation of the National Target Program on New Rural Development associated with the implementation of the One Commune One Product (OCOP) program. Focus on clean, high-tech agricultural production, and commodity production according to the value chain for sustainable development.

Develop the urban system in the direction of forming large urban areas with strong connections to promote urbanization, in which priority is given to developing Nam Dinh city (expanded) to become a green urban area, a smart urban area, meeting the criteria of a type I urban area by 2030. Build advanced, exemplary new rural areas associated with rural urbanization.

Strengthening environmental protection and biodiversity conservation; proactively and effectively adapting to climate change and rising sea levels.

Developing 04 key dynamic urban centers and 05 dynamic economic corridors

Regarding development breakthroughs, Nam Dinh will develop 04 key dynamic urban centers and 05 dynamic economic corridors. Breakthrough development of marine and coastal economic zones, making coastal areas a development focus of the province.

Specifically, promote economic restructuring towards green transformation, digital transformation, improve the investment and business environment, and enhance the province's competitiveness. Effectively and comprehensively implement digital transformation goals on all three pillars: digital government, digital economy, and digital society. Encourage the application of science and technology in production and business and develop green economic and circular economic models.

Synchronously develop technical infrastructure and social infrastructure systems throughout the province to create conditions to attract investment in economic zones, industrial parks, high-tech agriculture, and urban and rural areas.

Pay attention to developing local human resources, attracting high-quality human resources. Preserve, conserve and effectively promote cultural and historical relics, intangible cultural heritages, and long-standing traditional values ​​of Nam Dinh.

Promote administrative procedure reform, create a favorable environment for investment, production and business activities, encourage start-ups and innovation of enterprises and people. Improve professional skills of civil servants and public employees to meet the increasing demands of modern administration.

Making Nam Dinh one of the industrial centers of the Southern Red River Delta

Regarding the development direction of important sectors and fields, in which, with the industry sector, Nam Dinh will focus on developing industry to become the main driving force to promote economic growth, making Nam Dinh one of the industrial centers of the Southern Red River Delta. By 2030, the proportion of industry - construction in the GRDP of Nam Dinh province will account for over 50%.

Continue to develop traditional industries (textiles, footwear; mechanics, electronics; pharmaceuticals, pharmaceuticals, etc.) by focusing on products with unique characteristics, high-end products, participating in the value chain. Encourage investment in developing a number of new industries with potential (such as steel and post-steel products; renewable energy; gas processing, etc.), advanced technology, high automation, green technology, environmentally friendly, energy-saving.

Regarding tourism, develop tourism in a sustainable direction and diversify products, striving to become an important economic sector of the province by 2030, a safe and attractive destination in the Red River Delta and the North.

Building and gradually affirming some specific brands of Nam Dinh such as beach tourism areas (Quat Lam, Thinh Long, Rang Dong,...); historical - cultural relics (Tran Dynasty cultural relics, Phu Day...); cultural tourism, religious tourism, community tourism.

Developing intra-provincial, inter-provincial and international tourism routes; developing essential products and services for tourism (travel, transportation, accommodation, cuisine, entertainment, etc.), developing the night-time economy and promoting the image of Nam Dinh's cultural identity and people.

Focus on developing 05 types of tourism: Eco-tourism; cultural, historical, religious tourism; resort and entertainment tourism; community tourism; thematic tourism.

Developing the marine and coastal economic zones to become the province's driving economic zones. Promoting the shift of the coastal economic structure in a positive direction, focusing on the development of industry, urban areas, trade services, tourism, combined with the development of agriculture and fisheries; protecting the environment sustainably; ensuring security, national defense and social order and safety. Strive to make the coastal economic zone the southern growth pole of the province by 2030, making an important contribution to the goal of Nam Dinh being a fairly developed province in the country.
