When an individual carries out the procedure of changing the license plate to a personal identification plate, he/she will have to pay a certain fee. Please refer to the article below.
When to change license plate to identification plate?
According to Clause 1, Article 16 of Circular 24/2023/TT-BCA, cases of reissuance and renewal of vehicle registration certificates and license plates include:
- Modified vehicle;
- Car color change;
- Registered vehicles, license plates with white background, black letters and numbers are changed to license plates with yellow background, black letters and numbers (vehicles operating in the business of transporting by car) and vice versa;
- Vehicle registration certificate renewal;
- Change vehicle owner information (vehicle owner name, personal identification number, address);
- Vehicle registration certificate is damaged, blurred, torn;
- The license plate is damaged, blurred, broken or the vehicle owner needs to exchange the old vehicle registration certificate, old license plate for a vehicle registration certificate, license plate according to the provisions of Circular 24/2023/TT-BCA.
Thus, individuals can change their vehicle license plate to an identification plate when:
(i) Registered vehicles, white background license plates with black letters and numbers are changed to yellow background license plates with black letters and numbers (vehicles operating in the automobile transportation business) and vice versa.
(ii) The license plate is damaged, blurred, broken or the vehicle owner needs to exchange the old vehicle registration certificate, old license plate for a vehicle registration certificate, license plate according to the provisions of Circular 24/2023/TT-BCA.
How much is the fee to change a license plate to an identification plate?
When an individual carries out the procedure to change the license plate to an identification plate, they will incur a certain fee.
Specifically, the fee for changing a vehicle license plate to an identification license plate in the above cases is regulated as follows (applicable to cases of changing the registration certificate with the license plate):

In there:
- Region I includes Hanoi and Ho Chi Minh City;
- Region II includes centrally-run cities (except Hanoi and Ho Chi Minh City), provincial cities and towns;
- Area III includes areas other than areas I and II mentioned above.

Procedures for issuing and changing vehicle registration certificates and license plates
Specifically, Article 18 of Circular 24/2023/TT-BCA stipulates the procedures for issuing and exchanging vehicle registration certificates and issuing and exchanging new license plates as follows:
(1) Provide full online public services for re-issuance of vehicle registration certificates and re-issuance of license plates (except for vehicles registered with 3-digit or 4-digit license plates).
+ Vehicle owners declare vehicle registration according to regulations in Article 9 of Circular 24/2023/TT-BCA and attach a scanned copy of the engine number and chassis number as prescribed on the public service portal;
+ After checking the vehicle records to ensure they are valid, the vehicle registration agency will send a notice to the vehicle owner to pay the vehicle registration fee and public postal service fee on the public service portal to return the vehicle registration results according to regulations;
+ Vehicle owners receive vehicle registration certificates or license plates as prescribed from the public postal service.
(2) Partially perform online public services (except for the cases specified in (1))
+ Vehicle owners declare vehicle registration as prescribed in Article 9 of Circular 24/2023/TT-BCA, submit application for renewal or re-issuance as prescribed in Article 17 of Circular 24/2023/TT-BCA and pay fees as prescribed; vehicle owners do not have to bring their vehicles for inspection (except for vehicles with modified or changed paint color);
+ After checking the vehicle records to ensure they are valid, the vehicle registration agency will issue, change or reissue the vehicle registration certificate and license plate according to regulations; the vehicle owner will receive the vehicle registration results at the vehicle registration agency or from the public postal service.
In case of issuance, re-issuance of vehicle registration certificate, the vehicle license plate number will remain the same; for vehicles registered with 3 or 4-digit license plate number, a new identification license plate number will be issued according to regulations (recall the vehicle registration certificate, 3 or 4-digit license plate number).
In case of changing the license plate from white background, black letters and numbers to yellow background, black letters and numbers or from yellow background, black letters and numbers to white background, black letters and numbers, a new identification license plate will be issued (in case there is no identification license plate) or the identification license plate will be reissued (in case there is already an identification license plate).
