At the meeting, the organizing committee announced Decision 598/QD-TTg, dated March 13, 2025 of the Prime Minister on the establishment of the Government Steering Committee on science, technology development, innovation, digital transformation and Project 06/CP, on the basis of merging the Government's Steering Committee for administrative reform, the National Committee on digital transformation and the Working Group implementing Project 06/CP of the Prime Minister.
Concluding the meeting, Prime Minister Pham Minh Chinh emphasized the importance of science and technology development, innovation, digital transformation, administrative reform and the implementation of Project 06/CP. These are things that "must be done, but must be done effectively, strongly transforming awareness into action, bringing about concrete results and benefits for the nation, the people and the people".
Prime Minister Pham Minh Chinh stated that administrative reform and science and technology development, innovation, and digital transformation are closely linked, promote, and support each other, taking people and businesses as the center and subject. Administrative reform, science and technology, innovation, and digital transformation are objective requirements, strategic choices, and top priorities, "if you don't do it, you can't do it". "If the Party leads, the Government is unified, the National Assembly agrees, the People support, and the Fatherland expects, then we only discuss and do it, not talk about retreating"; do it with focus, not spread out, not half-heartedly, do each thing properly, do each thing properly. Determinedly change the state from passively receiving and handling administrative procedures to a state of proactively and actively serving the People and businesses. Praise and criticism are clear, timely, appropriate, and effective.
Prime Minister Pham Minh Chinh requested all levels, sectors, localities and entities to accelerate national digitalization; reduce and simplify administrative procedures without limits, do as much as possible; and develop comprehensive digital citizens. The spirit is "the apparatus must be streamlined, data must be connected, and governance must be smart".
At the same time, perfecting the open institution, in the immediate future, proposing the National Assembly to use one law to amend many laws; infrastructure development must be smooth, promoting the development of 5G coverage, fiber optic cable systems, satellites, especially databases; all levels, sectors, localities, enterprises, educational and training institutions develop and implement human resource training plans. At the same time, handling administrative documents and especially administrative procedures in the digital environment; promoting and popularizing non-cash payments, with a specific roadmap to do better; promoting electronic tax collection, applying electronic invoices generated from cash registers, especially for food and retail services.
