On July 21st, Mr. Phan Trong Tan, member of the Provincial Party Standing Committee and Vice Chairman of the Provincial People's Committee, inspected the preparations for responding to Typhoon No. 3 in Cu Dong and Thanh Son communes. Accompanying him were leaders from the Department of Agriculture and Environment, the Provincial People's Committee Office, and other relevant agencies.

At the meeting, leaders of the People's Committees of Cu Dong and Thanh Son communes stated that, to date, the localities have prepared disaster prevention and search and rescue plans in case of emergencies, following the motto of "three readinesses" (proactive prevention, timely response, and prompt and effective remediation) and "four on-the-spot principles" (on-the-spot command; on-the-spot forces; on-the-spot equipment and supplies; on-the-spot logistics). In particular, prevention is the main focus, from early response to proactive action in disaster prevention and search and rescue to minimize damage to people and property.

During an on-site inspection of reservoirs and dams in two communes, Vice Chairman of the Provincial People's Committee Phan Trong Tan emphasized: The consequences of natural disasters in the province over the years have often been due to the remnants of storms. Therefore, localities must not be complacent, always assigning a team to be on duty 24/7, and constantly updating information on the storm's developments.

The Vice Chairman of the Provincial People's Committee directed the communes of Cự Đồng and Thanh Sơn in particular, and the mountainous communes in general, to strengthen inspections before, during, and after the storm, especially in vulnerable areas, landslide-prone spots, culverts, low-lying areas prone to flooding; promptly detect incidents to take timely remedial measures, proactively relocate people to safe places; assign personnel to be on duty at culverts, preventing people and vehicles from passing through during floods, and absolutely preventing any loss of life.

Vice Chairman of the Provincial People's Committee Phan Trong Tan requested the Thanh Son Commune People's Committee to immediately address the leakage on the right embankment of the Suoi Cai dam and seepage on the downstream slope of the Suoi Cai reservoir.

At the same time, localities are required to strengthen their steering committees and proactively prevent and mitigate storms based on the "four on-the-spot" principle; review the means and equipment in their areas so that they can be immediately mobilized when natural disasters occur; and prepare well in terms of personnel, especially the police, military, militia, and forces in residential areas.
