Vice Chairman of the Provincial People's Committee Quach Tat Liem listened to the report on the implementation of the investment project to build the Hoa Lac - Hoa Binh road.

On August 13, Comrade Quach Tat Liem - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired a meeting to listen to the Department of Construction report on the implementation of investment procedures for the Hoa Lac - Hoa Binh road construction investment project and the renovation and upgrading of National Highway 6, Xuan Mai - Hoa Binh section under the public-private partnership (PPP) method.

Attending the meeting were representatives of the Provincial People's Committee Office and departments: Construction, Finance, Agriculture and Environment, Hoa Binh Regional Project Management Board; leaders of Infinity Group Investment Joint Stock Company.

The investment project to build Hoa Lac - Hoa Binh road and renovate and upgrade National Highway 6, Xuan Mai - Hoa Binh section under the PPP method was approved by the Prime Minister in Decision No. 653/QD-TTg, dated March 20, 2025. To implement the Project, the People's Committee of Hoa Binh province (old) established a grassroots appraisal council and a working group to assist the council; at the same time, assigned specialized agencies to perform a number of tasks to prepare for the Project.

However, from July 1, 2025, the Law amending and supplementing a number of articles of the Law on Bidding, the Law on Investment under the Public-Private Partnership model, the Law on Customs, the Law on Value Added Tax, the Law on Export Tax, Import Tax, the Law on Investment, the Law on Public Investment, the Law on Management and Use of Public Assets officially came into effect. In which, a number of contents related to regulations on the PPP Project Appraisal Council, PPP project feasibility study report, dossier, report appraisal content, PPP project preparation procedures... were abolished, causing difficulties and obstacles in the implementation of project investment procedures.

In order to implement the Project investment procedures in accordance with the provisions of the current Law, on July 30, 2025, the People's Committee of the new Phu Tho province after the merger of the three provinces of Phu Tho, Vinh Phuc , and Hoa Binh (old) issued a document assigning the Department of Construction to preside over and coordinate with relevant agencies to appraise the Project Feasibility Study Report and submit it to the Provincial People's Committee for approval; the report is built by Infinity Group Investment Joint Stock Company - the project investor. For about 6km of the project within Hanoi city, the Department of Construction of Phu Tho province will issue a document requesting the Department of Construction of Hanoi city to appraise it.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Quach Tat Liem emphasized: The investment project to build Hoa Lac - Hoa Binh road and renovate and upgrade National Highway 6, Xuan Mai - Hoa Binh section under the PPP method is an important project, opening up opportunities for the province's development. Gradually complete the expressway network according to the Road Network Planning for the period 2021-2030, with a vision to 2050; contribute to connecting the capital's expressway with the provinces of Phu Tho, Son La, Dien Bien; serve as a basis to attract investors in many fields, especially urban, industrial, commercial and service development; create a driving force to promote socio-economic development of the province in particular and the Northwestern provinces in general; promptly respond to natural disasters and climate change in the region; strengthen national defense and security.

To speed up the progress of the Project, Vice Chairman of the Provincial People's Committee Quach Tat Liem requested the Department of Construction, the project investor and relevant agencies to coordinate closely to complete the project investment and construction procedures according to the provisions of law. In particular, the Department of Construction is assigned to preside over the appraisal of the Project; the Department of Finance is assigned to appraise the owner's capital response; the arrangement of medium-term public investment capital and the overall financial plan for the Project.

Assign the Project investor, based on the analysis of survey data, to develop a BOT plan for Component Project 3, which is to build and expand the Hoa Lac - Hoa Binh Expressway, and submit it to the competent authority for approval. Vice Chairman of the Provincial People's Committee Quach Tat Liem assigned relevant departments and branches to review and give opinions on fire prevention and fighting, and environmental impact assessment for the Project; closely coordinate with functional units under the Ministry, central branches and the Hanoi People's Committee to remove procedural obstacles to implement the next steps of the Project in accordance with legal regulations.
