Due to the impact of storm No. 3, continuous heavy rain, flood water rose rapidly, the water level of Ky Cung river reached alert level 2. Many localities in the province were deeply flooded, including Trang Dinh and Van Lang districts.
Inspecting the rescue and evacuation work in Van Lang district, Deputy Prime Minister Bui Thanh Son noted that the storm situation is still very complicated. Provincial and district leaders need to continue to closely follow the actual developments in the area to promptly direct the response, especially the task of evacuating people and property from landslides, floods and dangerous areas. On that basis, continue to deploy forces and means to support people to overcome the consequences, damage and stabilize their lives.
According to the report of the People's Committee of Van Lang district, from 2:00 p.m. on September 7 to 9:00 p.m. on September 8, the district experienced strong winds and moderate to heavy rain, the water level of Ky Cung river rose, water at stream mouths and drainage culverts stagnated, causing flooding in low-lying areas and all underground bridges on traffic routes, cutting off and isolating some residential areas, especially in low-lying areas 1, 2, 3, 4, 8 of Na Sam town.
As of 5:00 p.m. on September 10, Na Sam bridge was still flooded in the district, Na La hamlet, Bac Hung commune was isolated due to flooding of the road leading to the village, and the road leading to Ban Nhung hamlet, Hong Thai commune. The water levels of Na Pan, Phai Chau reservoirs (Hoang Van Thu commune), Keo Pang (Nhac Ky commune), Na Pia lake, Ban Lech 1,2, Lung Vai were 20-40 cm higher than the design water level. Heavy rain and strong winds affected a number of school buildings, village cultural houses, domestic electricity lines, domestic water supply and people's houses.
Regarding damage, the district has not recorded any human casualties. The total number of affected houses is 1,016, of which 130 houses had their roofs blown off; 103 houses were affected by landslides behind their houses; 783 houses were flooded.
Faced with that situation, the People's Committee of Van Lang district mobilized maximum forces to quickly handle, overcome, and clear traffic routes; arranged forces to guard major flooded areas, areas at risk of landslides, and made efforts to ensure people's safety.
Currently, the intensity of rain and wind has begun to decrease. In flooded areas on roads and residential areas, water has gradually receded.
Deputy Prime Minister Bui Thanh Son emphasized that the Provincial People's Committee must continue to direct the People's Committees of communes and towns to regularly monitor flooded areas and be ready to mobilize forces to carry out the task of overcoming the consequences of floods with the motto "handle the situation as the water recedes". At the same time, promote the spirit of determination and resoluteness in handling incidents, ensuring electricity and water supply for people after the storm.
Due to the impact of the storm's circulation, widespread flooding occurred in Trang Dinh, many communes and That Khe town were submerged in water, many places were isolated. The water rose quickly, people did not have time to move.
Reporting to Deputy Prime Minister Bui Thanh Son, the district leader said that as of 5 p.m. on September 10, Trang Dinh district had no casualties; 2,607 households were affected, including 46 houses with landslides and 3 houses completely collapsed, 148 houses had their roofs blown off; 2,409 houses were flooded; 23 houses were at risk of landslides; about 650 hectares of trees and crops were flooded; 81.4 hectares of forestry trees were damaged.
In addition, strong winds caused trees to fall across the road in 21 locations (at National Highway 3B, Km16+280, Tan Yen commune section; 1 location on Quoc Viet commune road; 12 locations on Dao Vien commune road; 1 location on Tan Yen; 1 location on DH06 Vinh Tien road; 2 locations on Chi Lang commune road, 4 locations on Tan Minh commune road); flooding 2 residential bridges in Chi Lang commune. Heavy rain also caused flooding and cut off 35 traffic locations.
"Total damage is estimated at over 300 billion VND," said the leader of Trang Dinh district.
Trang Dinh district mobilized all forces in the district to participate in the work of supporting recovery - search and rescue. At the same time, mobilized more than 2,000 people, used 7 motorboats, 50 rafts, more than 4,000 vehicles of all kinds to participate in support.
In order to ensure food needs for households in flooded areas, Trang Dinh District People's Committee has directed subordinate agencies to prepare food and drinking water to support people in isolated flooded areas.
The district authorities have assisted in the evacuation of 2,605 households. Of these, 42 households are at risk of landslides; 2,563 households are at risk of flooding with about 9,100 people who have been evacuated to safe places such as relatives' houses, village meeting houses and safe housing locations.
With the participation and cooperation of the government, armed forces, militia, youth volunteers and the active participation of the people, the "low point" of Lang Son province promptly overcame the consequences of the flood, and people's lives gradually stabilized again.
The Deputy Prime Minister requested the authorities of Lang Son province and Trang Dinh district to continue urgently checking families in flooded areas, so that no one lacks food and drinking water.
In addition, the Deputy Prime Minister also noted the need to coordinate with relevant agencies and direct local electricity and telecommunications units to promptly fix incidents, quickly restore communications and supply electricity to people./.
