Deputy Prime Minister Nguyen Chi Dung: Immediately deploy 3 strategic technology groups in 2025

The Prime Minister signed Decision No. 1131/QD-TTg dated June 12, 2025 promulgating the List of strategic technologies and strategic technology products. The List includes 11 groups of strategic technologies and 35 groups of strategic technology products.

Implementing the Deputy Prime Minister's direction at the meeting on September 9 on selecting and proposing a list of strategic technology products that need to be prioritized for immediate deployment this year, the Ministry of Science and Technology has sent a document reporting to the Prime Minister and Deputy Prime Minister on 3 strategic technology products that need to be prioritized for immediate deployment in 2025, including: Large language model and Vietnamese virtual assistant, AI camera processing at the edge, autonomous mobile robot; 5G mobile network system and equipment; Blockchain network infrastructure and application layers for traceability and encrypted assets.

The Ministry of Science and Technology proposed that the Prime Minister and Deputy Prime Minister approve the above List and assigned the Ministry to report and seek opinions from the Standing Committee of the Central Steering Committee on 3 priority strategic technology groups to be implemented immediately in 2025. Currently, the Ministry of Science and Technology is coordinating with ministries and agencies to complete the National Program on strategic technology and industry development to develop 11 strategic technology groups.

After listening to the opinions of ministries, agencies, research institutes, and technology enterprises, Deputy Prime Minister Nguyen Chi Dung said that after 3 months, the implementation situation has achieved some remarkable results in terms of institutions, but overall, it needs to be more systematic and move faster to meet the set requirements. In particular, from now until October 15, groups of consulting experts gathered from institutes, schools, and networks for each industry and field will be formed immediately with the task of consulting on institutions, mechanisms, and development strategies.

At the same time, the Ministry of Science and Technology reviewed and absorbed the instructions of General Secretary To Lam and the Standing Committee of the Central Steering Committee on the development of 11 strategic technology groups, including the most recent instructions of the General Secretary on policy orientation for management and use of UAVs to serve the task of national development.

The Deputy Prime Minister basically agreed with the proposal to prioritize the immediate implementation of three strategic technology groups in 2025; at the same time, he requested relevant ministries and agencies to proactively propose projects and appropriate controlled policy testing mechanisms for the projects to attract Vietnamese technology enterprises and domestic and foreign science and technology talents to participate.

The Deputy Prime Minister directed that by October 30, the detailed implementation plan for 3 priority technology groups must be completed and by December 31, the detailed implementation plan for all 11 groups must be completed; at the same time, focus on promoting international cooperation to inherit and develop international quintessence and experience...
