At the construction site, Deputy Prime Minister Tran Hong Ha acknowledged the efforts, responsibilities, endeavors and achievements of ministries, branches, agencies, investors, project management boards, contractors and staff, workers and laborers in implementing the projects.
The Deputy Prime Minister requested localities, investors, construction units, supervision consultants... to continue to seriously and effectively implement the Prime Minister's instructions on the Dien Chau-Bai Vot expressway projects and the 500 kV line 3, in accordance with the spirit of "only working, no backtracking, eating and sleeping quickly, braving the sun, braving the rain, working in 3 shifts, 4 shifts, through holidays and Tet", ensuring the progress, quality, technique, aesthetics of the projects, ensuring safety, hygiene, environment, preventing and combating corruption, negativity, and waste.
It is expected that after inspecting the site, the Deputy Prime Minister will chair a meeting with relevant ministries, branches, agencies, units and localities on the implementation of the above two key projects to continue resolving difficulties and obstacles and handling proposals and recommendations.

Resolutely implement the Prime Minister's direction
With the 500 kV Quang Trach - Quynh Luu line, the Deputy Prime Minister inspected the construction progress at position 345 in Nam Thanh commune, Nam Dan district, Nghe An province and position 175 in Cam Thach commune, Cam Xuyen district, Ha Tinh; presented gifts, encouraged and visited cadres, workers and laborers participating in the project.
The 500kV line 3 extension project consists of 4 component projects, with a length of 514 km connecting Quang Trach (Quang Binh) to Pho Noi (Hung Yen) with a total investment of about 23,000 billion VND (nearly 1 billion USD). These projects will all start construction in October 2023 and January 2024.
Prime Minister Pham Minh Chinh requested that this line be completed by June 2024 to increase electricity supply to the North, avoiding local power shortages like in early summer 2023.

Previously, on January 27-28, 2024, the Prime Minister directly inspected the construction site and chaired an online meeting with 9 localities where the project passes through (Hung Yen, Hai Duong, Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh).
Immediately after the meeting, ministries, branches, localities, Vietnam Electricity Group (EVN), National Power Transmission Corporation (EVNNPT) and the Project Management Boards of power projects in the North and Central regions proactively and urgently implemented the work contents according to the Prime Minister's conclusion.

Construction work was carried out simultaneously along the entire route; many difficulties and problems were resolved by the coordinating units; construction units also fulfilled their commitments to the Prime Minister.
According to EVNNPT's report, up to now, a total of 1,114/1,180 (94%) of the column foundation locations have been handed over. From January 28, 2024 to February 16, 2024, 38 additional foundation locations were completed, 421 additional foundation locations were constructed, and 733 additional column foundation locations were handed over.

Notably, EVNNPT and contractors have actively and proactively contacted and worked with the authorities of all provinces, districts and some communes to promote and utilize local resources to carry out the "4 on-site" work as directed by the Prime Minister, including providing on-site materials, on-site labor, on-site construction machinery, on-site construction units and on-site compensation forces. For example, at location 345, the Deputy Prime Minister was informed by the units that there were 45 local workers participating in the construction.

However, the biggest problem with the project at present is the procedure for converting forest land and temporary roads to serve the construction of each component project; the construction work has difficulties in mobilizing machinery and equipment...

Dien Chau-Bai Vot project strives to make up for lost time
On the same morning, Deputy Prime Minister Tran Hong Ha inspected the progress of the Dien Chau-Bai Vot expressway project at the intersection with National Highway 46B; presented gifts, encouraged and visited cadres, workers and laborers at the construction site.
Along with the Cam Lam-Vinh Hao section, the Dien Chau-Bai Vot section is a component project of the North-South Expressway expected to be completed in 2024.

Previously, in Directive No. 06/CT-TTg dated February 15, 2024 urging the implementation of key tasks after the 2024 Lunar New Year holiday, the Prime Minister requested to strengthen inspection and urge investors and contractors to focus resources and organize construction in "3 shifts, 4 teams" to ensure the completion of 2 component projects of Dien Chau-Bai Vot and Cam Lam-Vinh Hao sections according to the required schedule.
The Dien Chau-Bai Vot project is 49.3 km long, passing through Nghe An and Ha Tinh provinces. It is a BOT project with a total investment of VND 13,339 billion, with an expected construction period of 3 years, to be completed in May 2024, and a toll collection and operation period of 16 years and 6 months.
Up to now, the project has basically completed site clearance; the output value of contractors is 6,157/8,595 billion VND, equivalent to 72% of the contract value.

In the past time, the Ministry of Transport has regularly inspected, reviewed the progress and directed and urged investors and construction units to focus all resources, work "3 shifts" to make up for the initial time of the project (about 18/36 months) that was not constructed due to the project enterprise being stuck in procedures for signing a credit contract. Therefore, in 2023, construction contractors have made progress and achieved certain results, however, the progress of some items has not met the requirements.
Regarding the recommendations of investors and localities related to investing immediately in the left branch of Than Vu tunnel (phase 1 currently only builds the right branch, the left branch is expected to be invested in later) and building more intersections to open up new development space, maximizing the project's efficiency, Deputy Prime Minister Tran Hong Ha acknowledged and requested the subjects to carefully study, calculate the overall efficiency and report more specifically at the meeting after inspecting the site.
