Women join hands for peace on the sea

In order to strengthen the coordination between the Women's Union and the Border Guard in protecting the security of the sea border, in 2006, the Border Guard Command and the Provincial Women's Union selected Hai Dong commune (Hai Hau) as the location to establish the club "Women for the development and peace of the sea". From the pilot model, the club was quickly replicated in 100% of communes and towns along the entire border, contributing to firmly protecting the sovereignty of the province's sea border.

The club attracts the participation of both men and women, with the club's executive committees including Women's Union officials and Border Guard Station officials stationed in the area. The club members are all active women who are responsible for building the club as well as organizing the Women's Union. Currently, the "Women for the development and peace of the sea" clubs attract over 2,000 participants. The clubs all have operating regulations and maintain regular activities, and at the same time build their own funds. The activities of the "Women for the development and peace of the sea" clubs focus on the following topics: Propagating the Party's guidelines and policies, the State's policies and laws; legal regulations and international practices; informing the situation and tasks of protecting the sovereignty and security of the sea border, awareness and responsibility of citizens in flood and storm prevention, search and rescue, and protection of sea dykes; Actively respond to programs, plans, projects to conserve, regenerate and sustainably develop the fisheries sector; disseminate knowledge about plant and animal care, apply scientific and technical advances to improve production efficiency; knowledge about crime prevention and combat, social evils. In some localities with complicated complaints, compensation for site clearance, illegal agricultural land transfer, the Border Guard has worked with the Women's Union and the Club's management board to widely disseminate legal documents such as: Law on Complaints, Law on Denunciation, Land Law, Law on Environmental Protection, etc.

In 2024, the Provincial Women's Union coordinated with the Provincial Border Guard to organize 6 communication sessions on the ban on illegal fishing (IUU) in 3 districts of Nghia Hung, Hai Hau, Giao Thuy, attracting 1,200 female members and fishermen to attend. Specifically, the Women's Union of Thinh Long town (Hai Hau) coordinated with Van Ly Border Guard Station and Hai Thinh Port Border Guard Station to organize communication on preventing and combating illegal fishing, attracting 300 members and fishermen to participate and launch the pilot model of "Community Self-Management Group" with 38 members including core female members and border guards. At the program, the 2 units presented 100 life jackets and national flags to members and households participating in the model. After the pilot model in Thinh Long town, the Women's Union of Hai Hau district directed the Women's Unions of coastal communes and towns to coordinate with border guards stationed in the area to propagate and replicate the model of "Community Self-Management Team" in 100% of branches. On the occasion of the 94th anniversary of Vietnamese Women's Day (October 20, 1930 - October 20, 2024), the Women's Union of Thinh Long town also coordinated to organize the "Women with the Law" contest, attracting over 500 female members to participate.

In Nghia Hung district, the Women's Union of Rang Dong town coordinated with Ngoc Lam Border Guard Station to organize the "Women for the development and peace of the sea" club and talk about the National Border Law and Prevention of illegal, unreported and unregulated fishing, attracting over 150 delegates. In addition, the Women's Union of Rang Dong town and the Women's Union of Phuc Thang commune also organized propaganda and mobilized support for 40 fishing households to convert from nearshore fishing to offshore fishing. In Giao Thuy district, the District Women's Union coordinated with Quat Lam Border Guard Station to establish a model of "Self-managed communication team" in Giao Long and Giao Hai communes, attracting nearly 400 cadres, fishermen and women's union members to participate... Through the meetings, women's union members actively coordinated and assisted Border Guard units in the task of maintaining social order and safety in the area and activities to protect sovereignty over the sea, participating in mediation activities in residential areas, detecting and denouncing crimes and actively participating in self-managed activities at sea, in estuaries, lagoons and sandbanks. Also in 2024, officials and members of clubs and associations provided the Border Guard with dozens of valuable sources of information on security and order, religious activities, and the dissemination of false information on cyberspace. From grassroots sources, the Border Guard promptly detected and handled violations of the law, contributing to protecting maritime sovereignty and maintaining political security and social order and safety in border areas.

Along with propaganda activities, the Club strengthens coordination between the Women's Union and border posts in implementing social security activities, "repaying gratitude", building "Warm Houses of Love", providing free medical examinations and medicine to members and policy beneficiaries, helping poor women members access capital sources, supporting plants and seedlings... As a result, in 2024, on holidays and Tet, the Women's Union at all levels coordinated with border posts to present hundreds of gifts; examine, consult, and provide free medicine to 120 policy beneficiaries and women members... Implementing the programs "Godmother" and "Helping children go to school - Adopted children of Border Stations", the Provincial Women's Union and the Provincial Border Guard have regularly supported 35 students. Promoting activities to support poor women in economic development, choosing production occupations, exploiting and effectively using support capital sources, currently, the Women's Union of 18 coastal communes and towns is managing 200 billion VND in loans through the Social Policy Bank; 8.6 billion VND in TYM capital; 5.9 billion VND in capital from the Small Enterprise Development Support Center (SEDA) for thousands of members to borrow capital. In addition, the Union at all levels also organizes vocational training classes, vocational counseling and on-site job referrals for female workers in the localities. Also in 2024, the Women's Union of Hai Hau, Giao Thuy and Nghia Hung districts all implemented livelihood support programs, donated breeding animals, livestock, working days, opened classes to learn sedge weaving, sewing... to support women, especially poor women in the border areas, to develop their economy and stabilize their lives.

The model of the “Women for the development and peace of the sea” club has become one of the models that has the effect of attracting a large number of women to participate in the activities of the Association. From there, it affirms and promotes the role of the Women's Union at all levels in participating in building and consolidating a solid people's border defense posture, maintaining the sovereignty and security of the province's sea borders.
