Phuoc Son proposes allocating sufficient funds to support housing for ethnic minorities

According to the report of Phuoc Son District People's Committee, in 2025, the total capital plan for national target programs (including capital sources from previous years) in the locality is more than 323.8 billion VND. Of which, investment capital is more than 193.1 billion VND, career capital is more than 130.6 billion VND. As of April 30, 2025, the locality has disbursed more than 48.1 billion VND (15% of the capital plan).

Specifically, in 2025, the total capital plan for the National Target Program on Sustainable Poverty Reduction implemented locally is over 141.1 billion VND, disbursed 8%; the National Target Program on Socio -Economic Development in Ethnic Minority and Mountainous Areas is over 167.7 billion VND, disbursed 22% and the National Target Program on New Rural Construction is nearly 15 billion VND, disbursed 8%.

At the meeting, Phuoc Son raised a number of difficulties and problems related to investment resources for the National Target Program on Sustainable Poverty Reduction. Accordingly, there are currently 755 houses in the district (355 houses repaired and 40 new houses built) overlapping with the previous Programs 134 and 167, with a budget of more than 34.6 billion VND, approved by the Provincial People's Council to supplement in Resolution 07/2025.

However, up to now, the province has only allocated more than 25.1 billion VND/542 houses that have been implemented. After reviewing the support sources, the current funding shortage is more than 7.7 billion VND. Therefore, Phuoc Son requested the Provincial Steering Committee for Eliminating Temporary and Dilapidated Houses to pay attention to providing additional funding to speed up the progress of completing the elimination of temporary houses in June 2025.

The locality also requested the Provincial People's Committee to pay attention to supporting funding for housing construction in 2025 according to Decision No. 90 of the Prime Minister (Project 5 of the National Target Program for Sustainable Poverty Reduction) with 245 houses, with a budget of more than 11.2 billion VND; allocate career funding sources of the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas according to the registered needs of the locality to have a basis for disbursing 100% of the allocated capital in 2025.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Tran Anh Tuan requested Phuoc Son to quickly review allocated capital sources, develop a plan to accelerate capital disbursement progress, and ensure settlement procedures are completed for the program.

For the budget sources that have not been allocated, quickly transfer them back to the province, ensuring the reasonable use of the budget. Relevant units of the province quickly allocate capital so that Phuoc Son can promptly disburse, process and implement projects under the national target program.
