The Department of Agriculture and Environment of Ho Chi Minh City has just sent a document to the People's Committee of Ho Chi Minh City to request the temporary collection of fees for issuing pink books in 3 areas while waiting for a new resolution.
Accordingly, the Department of Agriculture and Environment of Ho Chi Minh City recommends that for real estate in the old Ho Chi Minh City, the fees for granting certificates of land use rights and house ownership rights (pink books) will be directly collected by the Department of Agriculture and Environment of Ho Chi Minh City and paid into the budget. The Office of Land Registration of Ho Chi Minh City will guide wards and communes to transfer fee collection documents via the electronic system to ensure speed and avoid loss.
As for real estate located within the administrative boundaries of the former Binh Duong and Ba Ria - Vung Tau provinces, the People's Committees of wards and communes in these areas will be the places to collect and manage fees. The revenue will then be aggregated and submitted to the budget according to regulations, ensuring publicity and transparency. The above plan will be temporarily applied until Ho Chi Minh City passes a new resolution on the collection level and the agency organizing the collection of fees for issuing pink books.

According to the Department of Agriculture and Environment, Ho Chi Minh City is currently applying regulations on collecting fees for issuing pink books according to each administrative area before arrangement.
Specifically, in the area under Ho Chi Minh City (before the reorganization), the fee collection is carried out by the Department of Agriculture and Environment of Ho Chi Minh City. Meanwhile, in the areas that used to belong to Binh Duong and Ba Ria - Vung Tau provinces, the resolutions of the two provinces do not clearly specify the collection unit but assign the Provincial People's Committee to organize the collection, payment and management of this source of money.
In addition, according to Resolution 411, the fee collection rate for administrative procedures performed through online public services in Ba Ria - Vung Tau province (before arrangement) is 0 VND for 5 types of fees, including the fee for issuing pink books.
Based on the above reality, the Department of Agriculture and Environment of Ho Chi Minh City believes that in order for the collection of fees for granting pink books to be implemented consistently and not interrupt the process of processing people's records, a temporary collection plan as proposed above is necessary.
