On June 17, the District Party Committee - People's Committee - Vietnam Fatherland Front Committee of District 1 (HCMC) held a meeting to celebrate the 50th anniversary of the district's establishment (1976-2025) with the theme "District 1 - 50 years of development and pride; summarizing the district-level operation model".
Attending the event were comrades: Nguyen Van Duoc, member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee; Pham Thanh Kien, member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the Ho Chi Minh City People's Council; Duong Anh Duc, member of the Standing Committee of the City Party Committee, Secretary of the District Party Committee of District 1.

District 1 Party Secretary Duong Anh Duc informed that District 1 was merged from District 1 and District 2 according to Directive 01/CT-TU of the City Party Committee. Over the past 50 years, the Party Committee, government and people of District 1 have been united, dynamic, creative and resilient in overcoming numerous difficulties and challenges, building District 1 in the direction of civilization, modernity, development and humanity. Through each period, District 1 has always affirmed its role as a political , economic, cultural and social center, worthy of the position of "heart" of Ho Chi Minh City.
“Now, when the administrative name “District 1” officially ends to open a new organizational model, the name may change, but the glorious tradition and precious values of District 1 will forever exist in the minds and actions of every cadre, civil servant, and citizen of District 1,” said comrade Duong Anh Duc.

Speaking at the meeting, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc emphasized that the whole country is facing an important moment with many mixed emotions. To prepare the foundation for entering the new era, the Party and the State have many major policies and decisions to streamline the apparatus, operate effectively, efficiently and effectively. Accordingly, Ho Chi Minh City also implements many important tasks to arrange the 2-level local government apparatus.
As for District 1, after the reorganization, 4 new wards have been formed, the personnel apparatus and facilities are ready. He requested that the officials and civil servants of District 1 focus on ensuring that by July 1, everything must operate smoothly, continuously, without disruption, especially focusing on preventing corruption and negativity at this time.

In the immediate future, the Chairman of the Ho Chi Minh City People's Committee requested to develop a regulation on the assignment of work for the new ward People's Committee, assign a roadmap for handling administrative records and procedures of people and businesses; fully hand over work, records and documents, and ensure online conference connectivity. At the same time, review, synthesize, and make a list of all programs, projects, and public investment plans to carry out the transition and promptly arrange the organizational apparatus, policies and regimes for cadres and civil servants, etc.
“These are urgent tasks that need to be done immediately before District 1 completes its glorious historical journey to move on to a new page of a new development phase,” comrade Nguyen Van Duoc noted.
He believes that with the 50-year tradition of building, growing and developing, the staff, civil servants and people of District 1 will continue to promote the spirit of solidarity, unity, responsibility, initiative, creativity, and quickly adapt to the new organizational model. Strive to build the area to continue to be worthy of being the "heart" of the city; continue to develop strongly to achieve even greater achievements, contributing to building Ho Chi Minh City to develop prosperously, civilized, modern, happy, and affectionate, worthy of the title of Heroic City.

Chairman of District 1 People's Committee Le Duc Thanh reported on the assessment of the performance of district-level models according to the Law on Organization of Local Government. According to him, entering a new era - the era of national development; our Party and State have had major policies and decisions, including the policy of continuing to arrange provincial and commune-level administrative units, not organizing the implementation of district-level administrative units. The Standing Committee of District 1 Party Committee has submitted a project for the city to approve with the elimination of the District 1 organizational model, the separation and merger of administrative units, and the renaming and naming of 4 wards: Saigon, Ben Thanh, Tan Dinh and Cau Ong Lanh.

On this occasion, 52 groups and individuals received Certificates of Merit from the Chairman of District 1 People's Committee for their efforts in the work of arranging and reorganizing district-level administrative units. 82 groups and individuals received Certificates of Merit from the Chairman of District 1 People's Committee for their achievements in organizing and participating in activities to celebrate the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025).
