Implementing the Prime Minister's Official Dispatch No. 219/CD-TTg dated November 17, 2025 on focusing on responding to and promptly overcoming the consequences of floods in the Central region, ensuring the safety of people's lives, minimizing damage caused by floods, the Ministry of National Defense requests agencies and units to continue to thoroughly grasp and strictly implement Official Dispatches No. 217/CD-TTg dated November 16, 2025, No. 218/CD-TTg dated November 17, 2025 of the Prime Minister; Official Dispatch No. 7367/CD-BQP and Official Dispatch No. 7388/CD-BQP dated November 17, 2025 of the Ministry of National Defense on preventing, avoiding and responding to floods in the Central region and urgently overcoming landslides at Khanh Le Pass in Nam Vinh Khanh Commune, Khanh Hoa Province.
Agencies and units strictly maintain the on-duty regime, proactively monitor and grasp the weather situation; mobilize the highest forces and means, resolutely deploy measures to prevent, avoid, respond to and quickly overcome the consequences of floods, especially the risk of landslides, flash floods, inundation with the most urgent and drastic spirit, ready to respond to the worst scenarios, not to be passive or surprised, ensure the safety of barracks, warehouses and military bases; proactively work with the authorities and people to evacuate households in dangerous areas to safe places, ensuring the safety of forces and means performing tasks.
The Ministry of National Defense requests the General Departments: Logistics - Engineering, Defense Industry, General Department II, according to their functions and tasks, to strengthen direction, urge, and inspect subordinate units to do a good job of responding to and overcoming the consequences of rain, floods, flash floods, landslides; ensure the safety of warehouses, factories, weapons and equipment; ensure good logistics and technology to serve the work of responding to natural disasters; proactively coordinate, provide and promptly transport rescue supplies and equipment to help localities respond to and overcome the consequences.
The Ministry of National Defense assigned Military Region 4 and Military Region 5 to direct their subordinate agencies and units and the Military Commands of provinces and cities to coordinate with local Party committees and authorities to implement the "4 on-the-spot" motto, mobilize forces and means by all means to immediately approach residential areas isolated by floods and landslides, and evacuate necessary cases to ensure safety.
At the same time, units continue to review, promptly detect, warn and proactively organize evacuation and relocation of all people from dangerous areas, especially areas at high risk of landslides, flash floods, deep floods; arrange forces to block, control and guide traffic, not allowing people to pass through dangerous areas, unsafe areas, especially on traffic routes at risk of landslides, deep floods, and fast-flowing water.
Military Region 4 and Military Region 5 directed units to proactively arrange forces, vehicles, materials, and reserve sufficient food, provisions, and necessary necessities in key and vulnerable areas identified as having a high risk of isolation due to landslides and floods; proactively deploy additional supply plans in case of isolation lasting for many days, ensuring smooth communication for command and control work; coordinate with local authorities to support food, provisions, necessities, and clean water for daily life for people; handle environmental sanitation, prevent and control diseases and epidemics; ensure learning conditions for students, provide medical examination and treatment for people, and restore production and business activities immediately after the flood recedes.
The Vietnam Navy and Coast Guard are ready with forces and means to participate in overcoming consequences and conducting search and rescue at sea. The Border Guard has directed the Border Guard Commands of provinces from Ha Tinh to Lam Dong to coordinate with local authorities where troops are stationed to participate in overcoming consequences of floods and landslides. The Air Defense - Air Force and Army Corps 18 are ready with forces and means to conduct search and rescue flights; transport food, provisions, and necessities to isolated areas when ordered.
The Ministry of National Defense noted that the 12th Corps, the 34th Corps, the Artillery - Missile Command and other arms and corps direct their subordinate units to proactively coordinate with local authorities, the Military Commands of provinces and cities where they are stationed and where they carry out tasks, and organize forces and means to participate in overcoming the consequences of floods and landslides.
The Information and Communications Corps and the Military Industry and Telecommunications Group mobilized maximum forces, materials and equipment to ensure telecommunications supply in areas affected by floods and landslides; at the same time, solutions were needed to overcome the loss of telecommunications signals when natural disasters occurred.
The units shall organize implementation and report to the Ministry of National Defense through the Ministry's Command and the Department of Rescue and Relief (General Staff) for the Ministry to monitor and direct.
* According to the bulletin of the National Center for Hydro-Meteorological Forecasting, due to the influence of cold air and strong easterly winds, from 7:00 a.m. on November 16 to 1:00 p.m. on November 17, 2025, there was very heavy rain in localities from Ha Tinh to Khanh Hoa. Total rainfall in Hue and Khanh Hoa was generally from 150-300 mm; Binh Dien (Hue) 1,085 mm; Da Nang from 100-200 mm, some places over 700 mm; Quang Tri, Quang Ngai from 80-180 mm, some places over 700 mm; Gia Lai, Dak Lak from 50-120 mm, some places over 840 mm. Heavy to very heavy rain over a wide area, especially localized heavy rain occurring right after the floods that lasted throughout October and the first days of November, continued to cause major floods and deep inundation in urban areas and low-lying areas; Landslides occurred in many places in Da Nang and Khanh Hoa.
