Thoroughly implement documents of the Politburo Secretariat

On the morning of September 18, the Provincial Party Standing Committee held a conference of key provincial officials to disseminate and implement documents of the Politburo and the Secretariat. Attending and chairing the conference were comrades: Doan Minh Huan, member of the Party Central Committee, Secretary of the Provincial Party Committee; Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council.

Also attending were members of the Provincial Party Standing Committee, leaders of the Provincial People's Council, Provincial People's Committee, members of the Provincial Party Executive Committee; Secretaries and Deputy Secretaries of the Party Committees and Party Delegations in the province; heads and deputy heads of departments, branches, sectors, the Fatherland Front and socio-political organizations at the provincial level; members of the Provincial Party Inspection Committee; Standing members of the Provincial Elderly Association Representative Board; Secretaries, Deputy Secretaries, Heads of Party Building Committees of district Party Committees, city Party Committees, and affiliated Party Committees; Chairmen of the Fatherland Front, heads of socio-political organizations, Chiefs of Public Security, Commanders of Military Commands of districts and cities; Central reporters and provincial reporters.

Thoroughly implement documents of the Politburo Secretariat — Comrade To Van Tu, Head of the Provincial Party Committee's Organization Committee, thoroughly grasped the basic contents of Regulation No. 114-QD/TW.

The conference listened to Comrade To Van Tu, Member of the Provincial Party Standing Committee, Head of the Provincial Party Organization Committee, disseminate the basic contents of Regulation No. 114-QD/TW, dated July 11, 2023 of the Politburo on controlling power and preventing and combating corruption and negativity in personnel work; Comrade Do Viet Anh, Member of the Provincial Party Standing Committee, Head of the Provincial Party Mass Mobilization Committee, disseminate the implementation of Conclusion No. 54-KL/TW, dated May 9, 2023 of the Secretariat on continuing to implement Decision No. 99-QD/TW, dated October 3, 2017 on continuing to promote the role of the people in the fight to prevent and repel degradation, "self-evolution", "self-transformation" within the Party and Conclusion No. 58-KL/TW, dated June 23, 2023 of the Secretariat on the organization and operation of the Vietnam Association of the Elderly.

Next, the delegates listened to Comrade Le Huu Quy, Member of the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee's Internal Affairs Commission, disseminate and implement Regulation No. 116-QD/TW, dated July 28, 2023 of the Secretariat on directing, orienting and providing information, disseminating and propagating the prevention and fight against corruption and negativity; Comrade Dang Trong Cuong, Member of the Provincial Party Committee Standing Committee, Director of the Provincial Public Security Department, disseminate and implement Directive No. 24-CT/TW, dated July 13, 2023 of the Politburo on firmly ensuring national security in the context of comprehensive and extensive international integration; Comrade Dinh Viet Dung, Member of the Provincial Party Committee Standing Committee, Chairman of the Provincial Party Committee's Inspection Commission, disseminate and implement Regulation No. 110-QD/TW, dated July 6, 2023 of the Secretariat on rotation of cadres in the Party Inspection sector.

Concluding the conference, comrade Doan Minh Huan, member of the Party Central Committee and Secretary of the Provincial Party Committee, emphasized: These are regulations, conclusions and directives with orientation, clearly defining the Party's viewpoint on important contents, affecting many aspects of Party building, political system building and important issues arising in ensuring national security in the context of comprehensive and extensive international integration.

Emphasizing some points to note regarding the Central documents, including Directive No. 24-CT/TW dated July 13, 2023 of the Politburo on ensuring national security in the context of comprehensive and extensive international integration, the Provincial Party Secretary suggested that it is necessary to pay attention to handling the relationship between economic growth and responding to threats that may cause economic and ecological risks; the relationship between integration and the challenge of maintaining national sovereignty and security; between practicing democracy and maintaining discipline, order, and steadfastness in the principles and paths chosen...

Affirming clearly the goal of rotating cadres in the Party Inspection sector according to Regulation No. 110-QD/TW, dated July 6, 2023 of the Secretariat is to improve the effectiveness of implementing the Party's policy on cadre work, increase Party inspection cadres for weak, difficult places, lacking qualified cadres, contributing to the comprehensive development of cadres in the Party Inspection sector, the Provincial Party Secretary also noted that in addition to vertical rotation, it is necessary to pay close attention to horizontal rotation, creating a premise to prepare for the roadmap to implement a number of inspection positions that are not local people.

Regarding Regulation No. 114-QD/TW, dated July 11, 2023 of the Politburo on controlling power and preventing and combating corruption and negativity in personnel work, it is necessary to clearly identify 3 types of corrupt and negative behaviors in personnel work, along with 8 types of responsibilities, in which the heads of Party committees, leaders and managers need to be exemplary and proactive in leading and directing the implementation of personnel work.

With Regulation No. 116-QD/TW of the Secretariat on direction, orientation and provision of information, propaganda on preventing and combating corruption and negativity, the Provincial Party Secretary assigned the Provincial Party Committee's Propaganda Department to preside over and coordinate with the Provincial Party Committee's Internal Affairs Department, the Department of Information and Communications and relevant agencies and units to advise the Provincial Party Committee's Standing Committee on developing an implementation plan; orientation and provision of information, propaganda on preventing and combating corruption and negativity, especially in the press and mass media.

Implementing Conclusion No. 54-KL/TW of the Secretariat, the Provincial Party Secretary said that first of all, it is necessary to promote the sense of responsibility of each cadre and party member in combination with the role of the people, the Fatherland Front and socio-political organizations, inspection and supervision agencies to create a combined strength to fight, prevent and repel degradation, "self-evolution", "self-transformation" within the Party. Regarding the implementation of Conclusion No. 58-KL/TW of the Secretariat on the organization and operation of the Vietnam Association of the Elderly, it is necessary to pay special attention to the issue of social security for the elderly, promoting the role and position of the elderly in today's social life.

In order for the documents of the Politburo and the Secretariat to be seriously implemented, the Provincial Party Secretary suggested that after the dissemination conference for key officials of the province, district Party Committees, city Party Committees, affiliated Party Committees, relevant agencies and units develop plans, direct the dissemination and implementation of new documents of the Central Government in a form suitable to the actual conditions of the locality, agency and unit.
