Quang Binh: Importing communes and wards is not limited within the current scope

On April 9, the Steering Committee for the reorganization of district and commune-level administrative units in Quang Binh province held its third meeting to deploy a number of key tasks.

Speaking at the meeting, Party Central Committee member, Secretary of Quang Binh Provincial Party Committee Le Ngoc Quang, Head of the Steering Committee emphasized that this administrative unit arrangement is an opportunity to reorganize the local government system in a more modern and effective direction; not only changing boundaries, but also reforming the apparatus, improving the quality of service to the people, creating a foundation for sustainable development.

The representative of the Department of Home Affairs, the Standing Office of the Steering Committee, also reported on the project to rearrange and reorganize administrative units. Accordingly, the plan to rearrange commune-level administrative units will be developed according to the following orientations, principles and criteria: Implement the rearrangement of commune-level administrative units to ensure a reduction of about 50%; do not re-arrange administrative units with isolated locations or important locations related to national defense - security, and protection of national sovereignty ; in case of rearranging wards with commune-level administrative units, the re-arranged administrative unit will be the ward; in case of rearranging communes and towns, the re-arranged administrative unit will be the commune.

When arranging commune-level administrative units, it is necessary to pay attention to specific factors of history, tradition, culture, ethnicity, religion, belief, customs and practices; geographical location, natural conditions, sub-regional connectivity; scale and level of economic development; national defense - security, politics , social order; traffic infrastructure and information technology; ensure reasonable correlation, avoid creating large gaps in natural area and population size between new communes and wards after arrangement; ensure that local authorities at the grassroots level are truly close to the people.

The location of the headquarters of the grassroots administrative unit after the rearrangement needs to choose the headquarters of one of the current administrative units to ensure that the grassroots government quickly goes into stable operation; the headquarters of the new administrative unit has a favorable geographical location, a developed transportation system, synchronous economic and social infrastructure; has space for future development, ensuring national defense and security.

The Secretary of the Quang Binh Provincial Party Committee requested that after the meeting and as soon as the Provincial Party Committee Standing Committee has a plan to continue to reorganize the apparatus of the political system according to Conclusion No. 121-KL/TW, dated January 24, 2025 of the Party Central Committee and the conclusions of the Politburo and the Secretariat of the 13th tenure, relevant agencies, units and localities need to urgently deploy the specific tasks assigned, ensuring completion within the prescribed deadline to promptly report to the Central and the Government.

“Completing the Project on rearranging commune-level administrative units; the plan for arranging cadres, headquarters, means, and working equipment of communes after rearrangement; reporting to the Provincial Party Committee Standing Committee for comments before April 20; receiving and completing the Government report through the Ministry of Home Affairs before May 1,” said Provincial Party Secretary Le Ngoc Quang.
