The Office of the People's Committee of Quang Nam province has just announced the opinion of Chairman of the People's Committee of Quang Nam province Le Van Dung on resolving difficulties and problems of a number of projects in Dien Nam - Dien Ngoc New Urban Area, Dien Ban town.
Accordingly, regarding the Housing Project for Low-Income People invested by Chau Au Real Estate Company Limited, Mr. Dung concluded that, based on Official Dispatch No. 1355-CV/TU dated May 25, 2018 of the Standing Committee of the Provincial Party Committee, it was agreed to maintain the objective of the low-income housing investment project. On that basis, there was no agreement on adjusting the name and objective of the project; the proposal to hand over the land fund for social housing construction (plots B19, B20) to the State after completing the technical infrastructure as proposed by Chau Au Real Estate Company Limited was not approved.
Mr. Dung requested Chau Au Real Estate Company Limited to focus resources to implement the project, ensuring the correct objectives and scale according to the approved detailed construction plan (1/500) and investment policy.
The Chairman of the Provincial People's Committee agreed in principle to adjust the progress of the above project, on the condition that the investor makes an additional deposit to ensure project implementation (in which, the deposit level is equal to 50% of the deposit amount to ensure project implementation according to regulations). The investor is responsible for working with the Department of Finance on the project guarantee deposit.
"The Department of Finance shall preside over and coordinate with relevant sectors and units to inspect, review, and advise the Provincial People's Committee to consider and adjust the project implementation progress to create conditions for enterprises to continue implementing the project according to regulations," Mr. Dung requested.
Dien Ban Town People's Committee is responsible for focusing on directing and resolving all problems in compensation and site clearance for the remaining area of the project. In case the site clearance cannot be continued and is not within the scope of investment in urban framework infrastructure and connecting traffic infrastructure, consider and propose a plan to adjust the Detailed Planning (1/500) in the direction of urban beautification, and report to the Provincial People's Committee for consideration and decision.
At the same time, Mr. Dung assigned the Department of Construction to coordinate in collecting opinions from the Department of Finance, the Department of Agriculture and Environment and relevant agencies and units on the content of the report and recommendations of the unit in the above document; synthesize opinions, absorb and complete the content of the report, advise the Provincial People's Committee to report to the State Audit Office of Region III according to regulations.
Regarding the Lam Urban Area Project invested by Khoi Nguyen Real Estate Company Limited; An Nam Urban Area Project invested by Ha An Real Estate Company Limited, the Chairman of the People's Committee of Quang Nam province requested Khoi Nguyen Real Estate Company Limited and Ha An Real Estate Company Limited to review and summarize the implementation status of documents and legal procedures related to the above projects invested by the unit; the results of compensation and site clearance of the project and related contents up to the present time; send a report to the Provincial People's Committee (via the Department of Finance) for monitoring and direction.
The Department of Finance shall preside over and coordinate with the Department of Agriculture and Environment, the Department of Construction and relevant sectors and units to study the contents of the investor's report on the implementation status of the above projects up to the present time; review and evaluate the legality in the process of assigning investors to implement the projects; in case of detecting contents that are not in accordance with legal regulations at the time of application, promptly report and propose to the Provincial People's Committee for consideration and direction of handling according to authority, ensuring compliance with regulations.
