Co To is entering a period of strong transformation with a focus on developing underwater tourism services and products.
This is not only a response to the increasing demand for experiences of tourists, but also a strategic step to enhance the brand and create a distinct mark for Co To on the island tourism map.
In recent years, Co To has become more well-known for its wild beauty, fine white sand beaches, cool climate and a series of beautiful small islands. However, this potential has not been fully exploited; even some spontaneous services have affected the image of the destination.
Meanwhile, the trend of exploration and experience - especially underwater activities - is increasingly booming. In July 2025 alone, the island district welcomed more than 129,000 visitors, in which services such as jet skiing, parasailing, and coral diving became "highlights" attracting young tourists.
“From that need, underwater tourism is identified as a key to improve the level, increase attraction, extend the length of stay and enhance the competitiveness of Co To,” Ms. Ngo Thi Minh Sao, Deputy Head of the Department of Culture, Tourism and Science and Technology of Co To, emphasized.
In 2025, the district has implemented a pilot project for water activities and island tours, expanding many products such as jet skiing, parasailing, kayaking, and sup at Van Chay, Hong Van, Vung Tron, Ba Chau, and Co To Con.
In parallel, inter-island tours such as the 3-island tour (Co To Con - Carp Island - Lion Island) or the journey to Tran Island are also focused on, forming a chain of connected sea-island products.
The district pays special attention to improving the quality of services at famous beaches such as Hong Van and Van Chay, while also correcting the situation of spontaneous exploitation at Tinh Yeu beach. New activities such as diving to see corals, kayaking, sup or canoeing to watch the sunset are put under management, ensuring safety and maintaining the image of a civilized destination.
In addition, Co To also requires businesses operating inter-island tours to fully meet legal conditions, vehicles, rescue personnel and environmental standards.

In particular, the district is piloting the Net Zero tour model, associated with the “Plastic Waste District” Project, creating a chain of friendly experiences, reducing emissions from transportation, accommodation to entertainment - suitable for underwater products that are sensitive to the environment.
To affirm its brand, Co To identifies underwater tourism and island tours as its core product axis, with four main directions: product diversification (sea sports, island tours, night economy), infrastructure investment (passenger ports, wharves/ports, temporary wharves control), tightening management (handling spontaneous activities, ensuring safety and environment) and human resource development (training rescuers, diving instructors and sea sports according to international standards).
In the long term, Quang Ninh also plans to build a marine reserve associated with Tran Island to sustainably manage resources, combined with controlled eco-tourism development. With a synchronous strategy from infrastructure, management to human resources and environment, Co To aims to become a green, safe and experience-rich sea-island tourism center.
Investing in underwater tourism products is not only to increase the number of visitors in the short term, but is a long-term strategy to affirm the position of Co To - a unique and distinctive destination on the map of Vietnam's sea and island tourism./.
