Quang Ninh and Guangxi provinces have extensive cooperation in the field of education and training.

Over the years, the friendly and cooperative relationship between Vietnam and China in general, and between Quang Ninh province and Guangxi province in particular, has been built and maintained sustainably and comprehensively. Especially, the cooperative relationship between Quang Ninh and the Guangxi Zhuang Autonomous Region in the field of education and training is becoming increasingly substantive and achieving many positive results.

A delegation of officials and civil servants from the provinces of Quang Ninh, Lang Son, Cao Bang, and Ha Giang (Vietnam) participated in a training course on Party building work at the Baise City Cadre Academy (Guangxi Province, China) in November 2024.

Recognizing that "cadres are the foundation of all work," Quang Ninh province has consistently prioritized the training and development of its cadre workforce. In particular, cooperation with the Guangxi Zhuang Autonomous Region Party Committee on cadre training is a key focus of the province. Since 2017, in accordance with the "Agreement on Cadre Training Cooperation between the Party Committees of Quang Ninh, Lang Son, Cao Bang, and Ha Giang Provinces of the Communist Party of Vietnam and the Guangxi Zhuang Autonomous Region Party Committee of the Communist Party of China," Quang Ninh has organized numerous short-term training courses at the Baise City Cadre Academy (Guangxi Province) on various topics, including: Party building; training of leadership and management cadres, female leaders; youth-related topics; and the development of modern industries.

The training courses have contributed to improving the professional competence and work skills of officials and civil servants in the province. In addition, they have helped officials understand and grasp the economic, cultural, and social development situation, as well as the policies and guidelines of China in general and Guangxi province in particular. This has enabled them to advise the Provincial Party Committee and the Provincial People's Committee on many appropriate policies and directions for promoting cooperation between Quang Ninh and localities in China.

The trainees are officials and civil servants from Quang Ninh province who are studying and receiving training on Party building work in Guangxi (China).

Recently, from November 4th to 13th, 2024, a delegation of eight officials and civil servants from Quang Ninh province attended a training course on Party building at the Baise City Cadre Academy. During the course, the provincial officials and civil servants received practical lectures from experienced professors and reputable experts on Party building from China, covering topics such as: Consolidating achievements in poverty alleviation and promoting comprehensive rural development in the modernization process; opening up to foreign relations and building a community of shared future; the leadership system and working mechanisms of the Communist Party of China; experiences and methods for strengthening Party organization building; and continuing comprehensive and profound reforms, opening up broad prospects for modernization...

The delegation conducted field surveys in four cities: Baise, Guilin, Liuzhou, and Nanning; visited the former residence of President Ho Chi Minh in Liuzhou, the memorial house of Vietnamese schools in Guilin, and Nanxishan Hospital; surveyed grassroots Party building work and the rural revitalization situation in Guilin, as well as toured and learned about several industrial parks, economic groups, and cultural and historical sites in Guangxi province…

As the head of the Quang Ninh delegation participating in the training course, Comrade Luong Van Luan, Chairman of the Inspection Committee of the Ha Long City Party Committee, assessed: During the course, Guangxi arranged for a warm welcome, assigned a team of officials to oversee and closely monitor all activities of the course, ensuring thorough and high-quality conditions for learning. The teaching staff consisted of experienced professors and experts who enthusiastically taught, exchanged ideas, and discussed with the students, contributing to improving the quality of lectures and the students' ability to absorb knowledge. The time for theoretical study and practical training was also appropriately balanced, helping to connect theory with practice. As a result, the students gained much useful knowledge to apply to their professional work. The recent training course for officials at the Baise City Cadre Academy was not only a great opportunity for Quang Ninh's officials and civil servants to learn, improve their professional skills, and gain a deeper understanding of Party building work in China, thereby applying positive aspects suitable to the actual conditions and circumstances of Vietnam and the province, but also a concrete activity to implement the cooperation program between Quang Ninh province and Guangxi province, further strengthening the enduring friendship and good cooperative relationship between the two localities and the two countries, Vietnam and China.

Besides coordinating the training of officials, the coordination of knowledge and skills development in vocational education is also a focus of attention for Quang Ninh and Guangxi, especially in priority sectors such as information technology, tourism, e-commerce, renewable energy, logistics, and semiconductor technology.

As one of the trainees from the province selected to participate in the "Enhancing Teaching Capacity in E-commerce" training course at Guangxi Vocational Technical Academy from August 28th to September 11th, 2024, Ms. Tran Thi Tham Hong, lecturer in Biology - Biotechnology, Center for Continuing Education and Training (Northeast Agricultural and Forestry College), shared: "Participating in this professional capacity building course in Guangxi is of great significance to me and my colleagues. The training course is an opportunity for us to consolidate and improve our professional knowledge, innovate and improve teaching methods, in order to meet the needs of training human resources for the labor markets of both countries." At the same time, participating in the training course also helped the staff and teachers of Quang Ninh learn many valuable practical experiences, which can be effectively applied in teaching at schools, contributing to improving the quality of vocational education and building a high-quality workforce for the province.

Sharing the view that "education and training is a top national priority," the cooperation between Quang Ninh and Guangxi in this key area is also clearly demonstrated through scholarship programs and student exchange programs between the two localities. These programs aim to jointly train high-quality human resources, meeting the socio-economic development requirements of both sides in the new era. Launched in 2014, the program has seen 176 students from Quang Ninh participate in the Guangxi Zhuang Autonomous Region's ASEAN Scholarship Program, including 157 undergraduate and 19 postgraduate scholarships. By the end of 2024, 61 students had graduated, 52 were studying at universities/colleges in Guangxi, and 14 were pursuing postgraduate studies. The majority of students who studied under the Guangxi scholarship program have found good jobs with high incomes after graduation.

Nguyen Ngoc Tra My, a second-year student majoring in Chinese at Guangxi University, reviews her studies before returning to school after the Lunar New Year holiday with her family.

Nguyen Ngoc Tra My is one of the students who received a scholarship under the educational cooperation program between Quang Ninh province and Guangxi province. She is currently in her second year majoring in Chinese Language at Guangxi University. Tra My shared: "Since I was a middle school student, I have had a passion for the Chinese language and a desire to learn about and explore Chinese culture. Nurturing that passion, I passed the entrance exam to the specialized Chinese language class at Ha Long High School for the Gifted. During my studies, my homeroom teacher guided me towards studying abroad and introduced me to the scholarship offered by Guangxi University."

Having been selected to receive this scholarship, and through my studies and training at Guangxi University, I feel extremely fortunate to have been guided by experienced professors who have always cared for and supported students in their studies and cultural exchanges. The university not only develops diverse academic programs and provides comprehensive learning materials to enhance students' knowledge, but also regularly organizes exchange programs and extracurricular activities, helping to improve language skills and creating favorable conditions for students to develop comprehensively in both knowledge and skills…

After graduation, I plan to work in fields such as translation, interpretation, teaching Chinese, or at companies that collaborate with China. In particular, I hope to contribute to promoting cultural exchange between Quang Ninh and Guangxi, helping the two localities and two countries to better understand and cooperate in cultural, economic, and social fields.

Sharing more about the effectiveness and future direction of educational and training cooperation between Quang Ninh and Guangxi, Deputy Director of the Department of Education and Training Chau Hoai Thu said: The ASEAN scholarship program of the Guangxi Zhuang Autonomous Region for Vietnamese students, including those from Quang Ninh province, has contributed to further strengthening the good cooperative and friendly relationship between the two provinces and two countries over the past time. The results of implementing the scholarship program in Guangxi are gradually contributing to improving the quality of human resources in Quang Ninh.

To further deepen and enhance coordination in this key area, the Department of Education and Training will continue to provide sound advice to the province on professional matters; maintain close relationships with universities and colleges in Guangxi regarding student management and the academic performance of Vietnamese students; and promote cooperation to secure more scholarships in fields where Quang Ninh is experiencing a shortage of high-quality human resources to meet the province's development needs in the new era.

Leaders of the Department of Education and Training, along with officials from specialized departments, discussed and evaluated the effectiveness of the educational and training cooperation program with Guangxi Province and agreed on several solutions to improve the quality of coordination in the future.

It can be affirmed that cooperation between Quang Ninh and Guangxi in the field of education and training is becoming increasingly deep, strong, and effective, especially since the visit and working trip of the Quang Ninh Provincial Party Secretary's delegation to Guangxi in February 2024 and the conference on educational exchange and the signing of a memorandum of understanding on cooperation in the field of education and training between representatives of the Quang Ninh Provincial Department of Education and Training and the Department of Labor, War Invalids and Social Affairs and the Guangxi Zhuang Autonomous Region in November 2024.

During the 2025 Spring Meeting between the Secretaries of the provinces/regions and the 16th Joint Working Committee Conference between Quang Ninh, Lang Son, Cao Bang, and Ha Giang provinces (Vietnam) and Guangxi Zhuang Autonomous Region (China), scheduled to take place from February 19-22 in Ha Long City, this important cooperation content will certainly be summarized, discussed, and solutions sought to continue its effective implementation in the future. This, combined with extensive cooperation in key areas such as friendly exchanges, border management, trade, and tourism, will further strengthen and enhance the comprehensive strategic partnership, promoting the building of a community of shared future between Quang Ninh and Guangxi, and between Vietnam and China.
