Quang Ninh: Strengthening inspection, review, and recall of 12 types of fake milk

Regarding the 12 types of fake milk recently discovered by the police of two companies, Rance Pharma International Pharmaceutical Joint Stock Company and Hacofood Nutrition Joint Stock Company, the functional sectors and forces of Quang Ninh are actively reviewing and inspecting throughout the province, not allowing these products to circulate on the market, contributing to ensuring market stability and consumer health.

Currently, according to statistics from the Department of Industry and Trade, the province has 133 markets, 26 supermarkets, 7 shopping centers; 384 convenience stores; 24,000 stores/households retailing food.

Immediately after receiving information from the Ministry of Public Security about fake milk circulating on the market, the Quang Ninh Industry and Trade Department quickly requested the Market Management force (QLTT) of the whole province to strengthen inspection and review work at all supermarkets, shopping centers, and retail stores selling milk in the area, to detect and recall the above fake milk (if any); strengthen management and review of activities of organizations and individuals producing and trading milk in the area and regularly update the INS System for monitoring; grasp the situation of establishments, update information on fake milk products; Closely coordinate with functional forces in inspection, handling, recall to protect the health and interests of consumers... At the same time, Market Management Teams in localities deploy professional measures to promptly detect and strictly handle acts of trading in fake, poor quality milk, milk that does not ensure food safety, violations of product labels and conditions in milk trading in the province.

Although the workload is very large, the monitoring of fake milk products is still being actively implemented. Currently, we are actively coordinating with the Ha Long City Health Department to review and inspect 12 groups of fake milk at milk stores, business households, and grocery stores in the area. If we detect the trading of milk products belonging to the announced product groups, we will proceed to recall and strictly handle them in accordance with the provisions of law.

Ms. Trieu Thu Hang, owner of Minh Khoa milk business, Ha Lam ward, Ha Long city, said: Through information on the media and propaganda from functional forces, our store quickly reviewed the milk products for sale to check for ourselves whether we are selling fake milk products according to the published list or not. In the future, in the process of importing milk products for sale, we will pay close attention to checking the origin and type of milk to avoid selling fake milk products. The store will sell genuine milk products that have been inspected, tested and licensed to ensure the health and safety of consumers.

Quang Ninh Department of Health delegation inspected the business activities of milk and nutritional foods in the form of powdered milk.

In particular, implementing the direction of the Department of Food Safety (Ministry of Health) on the request to review, inspect and recall all 12 food and nutritional products (in the form of powdered milk) that are counterfeit goods that have just been discovered by the Ministry of Public Security and are currently in the market, the Department of Health of Quang Ninh also issued a document requesting the health departments of districts, towns and cities to strengthen the review, inspection and coordination with relevant functional agencies in the management area to recall all 12 products mentioned above, handle them according to the provisions of law; proactively establish inspection teams, as well as coordinate with relevant sectors to organize inspections and supervision of business activities of milk and nutritional foods in the form of powdered milk in the whole province, detect counterfeit goods, fake goods, goods of unknown origin, and strictly handle violations of regulations.

Regarding nutritional milk products, from April 21, 2025, the health sector has also established inspection teams at 927 pharmacies and drug stores that sell functional foods in the area. During the month of action on food safety, Quang Ninh province also established 3 interdisciplinary inspection teams, which also inspected the following products: milk, functional food products in the form of milk, etc.

According to the authorities, up to now, there have been no records of the above-mentioned fake milk powder circulating in Quang Ninh. However, if people discover the 12 types of fake milk mentioned above, they can immediately report to the hotline of the Provincial Food Safety Department, as well as the member departments of the Provincial Food Safety Steering Committee, to promptly take measures to prevent and handle the situation. At the same time, the Department recommends that people, in addition to the 12 types of fake milk mentioned above, should not use the other 72 types of milk from the two companies Rance Pharma International Pharmaceutical Joint Stock Company and Hacofood Nutrition Joint Stock Company until the testing process is completed and the final conclusion is reached.
