Having participated in the historic Ho Chi Minh campaign, Mr. Nguyen Huu Tri (Zone 3, Hong Hai Ward, Ha Long City) brought back a war wound just a few centimeters from his spine during peacetime. That is an indelible mark of the years of fierce fighting. As a 4/4-class disabled veteran, he always feels comforted and encouraged by the close attention from the local government. His family has been supported with 80 million VND from the fund for caring for people with meritorious services to repair their house to be more spacious and clean. Mr. Tri shared: After leaving the army and returning to normal life, each soldier has different jobs and circumstances. For my family, the attention of the State, especially the support for house repairs, has helped stabilize life and reduce many worries. What is valuable is that this help is not only material, but also a great source of spiritual encouragement.
From 2013 to 2021, Quang Ninh has successfully completed 3 phases of the Project to support people with revolutionary contributions in housing according to Decision No. 22/2013/QD-TTg of the Prime Minister, with more than 12,000 households newly built and repaired, with a total cost of nearly 500 billion VND. Proudly, Quang Ninh is the first locality in the country to complete this project, exceeding the target by 20%. Following that result, in 2023, the province continued to implement a new project, supporting 649 households of people with revolutionary contributions and relatives of martyrs, with a total cost of more than 34 billion VND.
Mr. Le Quoc Luan (Yen Thanh Ward, Uong Bi City) emotionally said: “With the support from the government and the cooperation of my children and grandchildren, my house has been repaired to be more spacious and cozy. The whole family is very happy. For me, it is not only a new house, but also a great source of encouragement, helping me have more spirit to live happily and healthily”.
The Quang Ninh Provincial Nursing Center for Meritorious People has regularly received 2,500-3,000 meritorious people from inside and outside the province for health care each year. Notably, since 2012, in addition to the Central's policy, the province has also provided additional funding of 1.4 million VND for each wounded soldier, sick soldier, and meritorious person of the province to receive centralized care at the Provincial Nursing Center for Meritorious People. By December 2023, the province had increased the support level to 1.8 million VND/person/time for the above subjects. Over the past 10 years, the province has supported over 20 billion VND for thousands of meritorious people to receive centralized care.
According to Mr. Nguyen Quang Truc, Deputy Director of the Department of Home Affairs, the province has developed specific policies and mechanisms with higher support levels than current regulations and expanded the beneficiaries. This shows the province's initiative and high sense of responsibility in caring for people with meritorious services. In the coming time, Quang Ninh will continue to pay attention to, care for and resolve policies and regimes, as well as problems in remaining procedures and documents. The goal is to provide the best support for people with meritorious services in all aspects, from material and spiritual life to housing and nursing care.
