Quang Tri improves the effectiveness of Party building organization work

In recent times, the Party building work in Quang Tri province has continued to affirm its key role in consolidating a solid political foundation, comprehensively preparing for Party congresses at all levels in the province towards the 14th National Party Congress. At the same time, the province has resolutely reorganized the apparatus in the political system towards streamlining, effective and efficient operations, in accordance with local practical situations and closely following the direction of the central government.

Proactive and methodical in implementing tasks

Adhering to the assigned functions and tasks, the Provincial Party Committee's Organizing Committee and the district-level Party Committee's Organizing Committees have performed well their advisory role to the Provincial Party Committee, the Provincial Party Committee Standing Committee and local Party Committees in effectively implementing the resolutions, directives, projects and instructions of the Central Government, the Provincial Party Committee and the Provincial Party Committee Standing Committee, making an important contribution to the Party building work in the locality.

At the same time, advise the Provincial Party Committee and district-level Party Committees to conduct preliminary and final reviews of the Party's policies and resolutions that have been seriously and in-depth implemented, as well as actively participate in drafting important documents of the central, provincial and district levels to ensure practicality, consensus and high feasibility.

In particular, the summary of Resolution No. 18 dated October 25, 2017 of the 12th Party Central Committee “Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently” was implemented in accordance with the central direction, associated with streamlining the payroll and restructuring the staff, civil servants and public employees of the province. This result affirms the political determination, spirit of innovation and urgent and effective actions of the province in implementing the Party's major policies.

From the beginning of 2025 to present, along with timely advising and arranging the organization of the apparatus in the political system, administrative units and two-level local governments according to regulations, the Provincial Party Committee's Organizing Committee and the district-level Party Committee's Organizing Committee have advised the Party Committee to direct the organization of Party congresses at all levels on schedule according to Directive No. 45-CT/TW dated April 14, 2025 of the Politburo .

To effectively implement Directive No. 45 - CT/TW, the Provincial Party Committee's Organizing Committee has advised the Provincial Party Committee to issue a plan to organize party congresses at all levels closely and closely; advised the Provincial Party Committee to issue Regulation No. 1884 dated February 13, 2025 amending and supplementing Regulation No. 1732 - QD/TU dated October 18, 2024 on title standards and personnel work for party congresses at all levels in the province, thereby setting out clear personnel standards and criteria, promoting political qualities, ethics, mettle and practical capacity.

The application of information technology in the activities of the industry, including the application of VNeID software to monitor the progress of the Party Congress in the province, not only contributes to transparency but also demonstrates the determination to promote digital transformation in the organization and building of the local Party.

Along with the organization of the congress, the Provincial Party Committee's Organizing Committee advised the Provincial Party Committee to focus on leading the consolidation and development of grassroots party organizations and party members. In the first 6 months of 2025, the province admitted 772 new party members, of which 249 were excellent high school students.

In practice, the source of Party members recruited from high school students is quite large and of high quality, which is the basis for localities to develop annual plans for developing new Party members, contributing to achieving the Party member development targets set by the Resolution of the 17th Provincial Party Congress, term 2020 - 2025; at the same time, encouraging students to have the awareness to study, practice and strive to be admitted to the Party early. This is a result that reflects the Party's policy in discovering and nurturing the next generation for the Party and the State.

Party organizations in non-state enterprises and religious areas are given attention and strengthened, contributing to enhancing the Party's comprehensive leadership role in local socio -economic life...

Improve the quality of staff and party members

In recent times, the Provincial Party Committee's Organizing Committee and the district-level Party Committee's Organizing Committee have organized many training courses on political theory, professional skills, and improving skills for cadres at all levels. This is also a testament to the consistency in the viewpoint that "cadres are the root of all work" - one of the consistent contents in President Ho Chi Minh's ideology and the Party's policies and guidelines.

From that perspective, the Party building work on organization and cadres at all levels, sectors and localities in the province aims to meet the requirements of tasks in the new period. Accordingly, the work of planning and perfecting leadership and management positions at all levels has been carried out promptly, ensuring regulations. Party committees at all levels have strengthened, built and improved the leadership capacity, fighting strength of grassroots party organizations and the quality of cadres and party members.

The Provincial Party Committee's Organizing Committee and the district-level Party Committee's Organizing Committee have done a good job of advising on plans and assigning, arranging, mobilizing, and rotating leaders of agencies and units subject to the arrangement and streamlining of the apparatus according to the central government's policy; key leadership personnel of localities, agencies, and units associated with preparing key leadership personnel of party organizations and state agencies from the provincial to grassroots levels, for the 2025-2030 and 2026-2031 terms.

In particular, in response to the increasingly high demands on cadre standards in the new situation, the Provincial Party Committee's Organizing Committee has carried out the work of assessing, examining and verifying political standards for many cases according to regulations. The files are processed in accordance with the process, ensuring the criteria of "choosing the right person, assigning the right job, placing them in the right place", contributing to building a team of cadres with enough virtue, talent and prestige to complete their tasks well. Proactively grasping the internal situation and preventing from afar signs of political and ideological degradation and lifestyle ethics also shows the spirit of resolutely protecting the Party, maintaining the trust of cadres, party members and the people.

The above outstanding results have affirmed the great efforts and political determination of the Party building organization system of the whole Quang Tri province. This is also a solid premise for Party committees at all levels to enter the new term with a proactive and courageous attitude, meeting the requirements of rapid and sustainable development in the new period.
