With a total of 472 delegates present in favor (96.92%), at exactly 9:00 a.m. on May 22, the National Assembly passed a Resolution on electing General To Lam, Politburo member and Minister of Public Security , to hold the position of President.

The Resolution takes effect from the date it is voted and passed by the National Assembly .

Next, the new President To Lam took the oath of office before the 15th National Assembly and the people and voters nationwide.

Standing before the national flag, his left hand placed on the Constitution, his right hand raised high, President To Lam said: “Under the sacred red flag with yellow star of the Fatherland, before the National Assembly and the people and voters of the whole country, I - the President of the Socialist Republic of Vietnam, swear: Absolutely loyal to the Fatherland, to the people, to the Constitution of the Socialist Republic of Vietnam; strive to fulfill well the tasks assigned by the Party, State and people”.

In his inaugural speech, President To Lam respectfully thanked the National Assembly for its trust in electing and entrusting him with the important responsibility of the President of the Socialist Republic of Vietnam; and respectfully thanked the Party Central Committee, General Secretary Nguyen Phu Trong, and Party and State leaders for their trust in and recommendation for him to take on this important responsibility.

The President expressed that this is a great honor and responsibility, and at the same time an opportunity to, together with the Central Executive Committee, the Politburo, and the Secretariat, devote all their efforts and intelligence to serving the country and the people on the path chosen by our Party and Uncle Ho.

Stating that he will forever remember and be infinitely grateful for the great contributions of President Ho Chi Minh, his predecessors, millions of heroic martyrs who fought and sacrificed for the independence, sovereignty, unity and territorial integrity of the Fatherland, for socialism, for the noble international cause and the great contributions of the people - those who have sacrificed themselves in working, creating, building and defending the socialist Fatherland of Vietnam, President To Lam promised to seriously and fully perform the duties and powers of the President as stipulated in the Constitution; actively perform the tasks of domestic and foreign affairs, national defense and security of the country; together with the entire Party, the entire people, the entire army and organizations in the political system, promote to the highest level the spirit of "self-reliance, self-confidence, self-reliance, self-strengthening, national pride"; Strive to successfully implement all policies and guidelines of the Party, strive to successfully complete the country's goals of 100 years under the leadership of the Party, 100 years of founding the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam, making our country a developed, high-income country, following a socialist orientation.

The President stated: On the basis of steadfastly applying and creatively developing Marxism-Leninism, Ho Chi Minh's thought and the Party's renewal policy, independence, sovereignty, unity, territorial integrity, national and ethnic interests are paramount; happiness and prosperity of the people are first, I will closely coordinate with relevant agencies, focus on effectively implementing the task of building and perfecting the law; building a socialist rule-of-law State of Vietnam of the people, by the people and for the people in the new period; creating a modern, effective, advanced and developed national governance; a professional, rule-of-law and modern administration and judiciary; signing international treaties in the name of the State; taking care to build, consolidate and promote the strength of the great national unity bloc associated with implementing social progress and justice, improving the quality of life and happiness of the people; lead and organize, carry out practical and effective patriotic emulation movements associated with studying and following Ho Chi Minh's ideology, morality and style. Together with comrades in the Central Executive Committee, the Politburo and the Secretariat, continue to improve the leadership capacity, governing capacity and fighting strength of the Party; resolutely and persistently fight against corruption and negativity, prevent and repel degradation, "self-evolution", "self-transformation"; tighten the close relationship between the Party and the people; promote socialist democracy along with consolidating order and discipline; focus on leading the building of an advanced Vietnamese culture, imbued with national identity, truly an endogenous resource and driving force for development. Promote comprehensively and synchronously the cause of national innovation and modernization. Resolutely and effectively implement the foreign policy of multilateralization and diversification of foreign relations, imbued with the diplomatic identity of "Vietnamese bamboo", proactively and actively integrate into the international community; Closely combine the Party's foreign affairs with state diplomacy and people's diplomacy; promote the strength of great national unity with the strength of the times, contributing to promoting and deepening the relationship between our country and other countries, especially neighboring countries, traditional friends and major countries; maintain a peaceful and stable environment; effectively handle all challenges early and from afar; continue to accumulate position and strength, consolidate the role and position of Vietnam in world politics, the global economy and human civilization.
