On the morning of August 18th, the first day of his state visit to China at the invitation of General Secretary and President Xi Jinping, General Secretary and President To Lam met with Comrade Huang Kunming, member of the Politburo and Secretary of the Guangdong Provincial Party Committee, and the entire Standing Committee of the Guangdong Provincial Party Committee.

General Secretary and President To Lam expressed his pleasure at revisiting Guangdong province – a symbol of the success of China's reform and opening-up process, closely linked to Vietnam's revolutionary history, and the place where, exactly 100 years ago, President Ho Chi Minh, after 13 years of searching for a way to save the country, set foot to prepare politically, ideologically, and organizationally for the Vietnamese revolution.

Congratulating Guangdong Province on its development achievements, especially in the areas of economy, urban management, and special economic zone models, General Secretary and President To Lam expressed his confidence that Guangdong will continue to achieve even greater successes, develop into an increasingly prosperous province, and bring happiness to its people. On this occasion, he once again thanked the Party, State, and people of China, and General Secretary and President Xi Jinping personally, for their deep condolences on the passing of General Secretary Nguyen Phu Trong.

General Secretary and President To Lam emphasized that his first state visit to China in his new capacity was to exchange views with General Secretary and President Xi Jinping and other key Chinese leaders on measures to further deepen and elevate the comprehensive strategic cooperative partnership, and to build a Vietnam-China community with a shared future. This visit is of strategic significance, serves the interests of the people of both countries, and contributes to peace, cooperation, and development in the region and the world. General Secretary and President To Lam affirmed that Vietnam always attaches great importance to and prioritizes the development of relations with China.

Highly appreciating the positive results of cooperation between Guangdong and Vietnamese localities, contributing to the overall development of Vietnam-China relations, General Secretary and President To Lam affirmed the shared understanding of the high-level leaders of the two parties and two countries on supporting localities of the two countries to strengthen exchanges and cooperation. He suggested that Guangdong and Vietnamese localities promote regular exchanges and cooperation; strengthen substantive cooperation in various fields, especially in trade, investment and strategic connectivity; and welcomed Guangdong enterprises to expand high-quality investment in Vietnam in the fields of digital transformation, green growth, and infrastructure. In addition, both sides should promote people-to-people exchanges and strengthen cooperation in cadre training, consolidating the foundation of friendship between the people of the two countries from the grassroots and local levels, adding strength to the Vietnam-China relationship to develop even better and more sustainably in the long term.

Expressing his emotion upon visiting the memorial of Martyr Pham Hong Thai and the Vietnam Revolutionary Youth Association historical site, General Secretary and President To Lam sincerely thanked the Party Committee, Government, and people of Guangdong Province and Guangzhou City for their meticulous preservation of important historical relics in the process of the Vietnamese revolution, which have become symbols of the traditional friendship, solidarity, and close ties between the two Parties, two countries, and two peoples.

On behalf of the Party Committee, Government, and people of Guangdong Province, Provincial Party Secretary Huang Kunming warmly welcomed and expressed his honor that General Secretary and President To Lam and the high-level delegation of the Vietnamese Party and State chose Guangzhou City, Guangdong Province, as the first stop on their State visit to China in his capacity as Head of the Vietnamese Party and State, coinciding with the 100th anniversary of President Ho Chi Minh's revolutionary activities in Guangzhou. This demonstrates the high regard the Vietnamese Party and State have for the long-standing traditional friendship between the two Parties and two countries.

Comrade Hoang Khon Minh congratulated Comrade To Lam on being elected General Secretary by the Central Committee of the Communist Party of Vietnam; expressed his admiration for the outstanding socio-economic development achievements and the increasingly enhanced international standing of Vietnam under the leadership of the Communist Party of Vietnam; and affirmed his belief that under the leadership of General Secretary and President To Lam, Vietnam will continue to achieve even greater successes, successfully implement the Resolution of the 13th National Congress of the Party, and prepare for and successfully organize the 14th National Congress of the Party.

Comrade Huang Kunming stated that the Guangdong Provincial Party Committee and Government attach great importance to relations with Vietnam and Vietnamese localities; and affirmed Guangdong's commitment, determination, and desire to strengthen friendly exchanges and substantive cooperation in various fields with potential localities in Vietnam, contributing to the realization of the common understanding between the top leaders of the two Parties and two countries, and promoting Vietnam-China relations to a new level.
