National Assembly delegates of Dien Bien province questioned the Government Inspector General about receiving citizens and complaints and denunciations.

The questioning sessions cover two main areas: Firstly, the implementation of resolutions of the National Assembly Standing Committee on specialized supervision and questioning from the beginning of the 15th National Assembly term to the end of 2023, focusing on the following fields: agriculture and rural development; industry and trade; natural resources and environment; culture, sports, and tourism. Secondly, questioning on the following areas: justice; internal affairs; security, order, and social safety; inspection; courts; and prosecution.

During the questioning session, National Assembly deputies requested that ministers and heads of agencies clarify the following issues: Clarify the solutions proposed to the Government to promptly develop policies supporting the production and consumption of agricultural products and expanding new markets for Vietnamese agricultural products; clarify the difficulties and obstacles encountered in the process of lobbying the European Commission to lift the yellow card on Vietnamese fisheries; address the difficulties and solutions in improving tourism statistics; and propose solutions regarding sanctions to ensure sufficient deterrence against violations of product origin regulations, along with the implementation roadmap…

With a spirit of frankness and responsibility, the relevant ministers and heads of departments answered questions from National Assembly deputies, clearly outlining the policies of the Party and Government, the responsibilities of the ministries in implementing tasks, and solutions to address issues of concern to deputies and voters.

During the questioning of the Inspector General of the Government, National Assembly Deputies Lo Thi Luyen and the Dien Bien Province Delegation raised the following issue: Government Report No. 288/BC-CP dated May 27, 2024, stated that the review process of legal documents in the field of citizen reception and the field of complaints and denunciations did not reveal any difficulties, inadequacies, or limitations that require proposed amendments or additions. The Inspector General of the Government was asked whether the results of the review included the existing limitations and proposed amendments and additions to the Law on Citizen Reception, the Law on Complaints, the Law on Denunciations, and the guiding documents for their implementation as mentioned in the monitoring report No. 334/BC-DGS of the National Assembly Standing Committee's monitoring delegation and its accompanying appendices. How have the recommendations following the monitoring in the aforementioned report been received and addressed by the Government Inspectorate?

Responding to questions, the Inspector General of the Government, Doan Hong Phong, stated: The Government Inspectorate has advised the Government on a report reviewing legal documents in the field of citizen reception and the field of complaints and denunciations. Regarding the research proposing that competent authorities issue legal documents regulating the review of administrative complaint resolution decisions that have already taken effect and are found to have violations, the Standing Committee of the National Assembly requested the Government to study and amend the content that is inconsistent with the Law on Complaints and ensure consistency. Accordingly, the Government has reported and requested the Standing Committee of the National Assembly to allow the Government to retain the regulation on definitively resolving outstanding denunciation and complaint cases, contributing to the stability of public order and security. At the same time, the Government Inspectorate has advised the Government to issue a decree stipulating some articles and measures for the implementation of the Law on Complaints. Regarding the recommendations following the supervision, the Government Inspectorate has issued a plan to implement and coordinate with central and local ministries and agencies to conduct research on the authority to issue legal documents and resolve citizens' requests and feedback.
