Synchronously deploy post-congress tasks, prepare well for the 14th National Party Congress

In Conclusion No. 201-KL/TW dated October 31, 2025 on the situation and results of the Party Congresses under the Central Committee for the 2025-2030 term and a number of key tasks in the coming time, the Politburo and the Secretariat requested Party committees and Party organizations under the Central Committee to urgently deploy post-congress work and prepare well for the 14th National Party Congress.

1. The Politburo and the Secretariat request Party committees and organizations directly under the Central Committee to urgently complete and immediately issue working regulations, working programs for the entire term, and action programs to implement the congress resolution; complete and assign members of the executive committee, standing committee, deputy secretaries, secretaries, and complete leadership positions of the people's council, people's committee, departments, and branches according to the personnel plan, ensuring democracy, objectivity, and correct procedures, creating consensus and promoting the spirit of solidarity, innovation, and creativity, promoting emulation movements, creating new momentum and new confidence in organizing actions; at the same time, thoroughly grasp and deploy to the grassroots level, immediately put the congress resolution into life, and focus on achieving and exceeding the tasks set for 2025.

2. Perfecting the synchronization of institutions related to functions, tasks, powers, and organizational structure of agencies, units, and organizations in the political system for rapid and sustainable development of the country. Promoting decentralization and delegation of power in conjunction with administrative procedure reform to ensure efficiency and suitability with 2-level local governments. Strictly implementing new regulations on personnel work, especially the work of evaluating personnel to ensure democracy, publicity, impartiality, and objectivity in a consistent, continuous, multi-dimensional manner, with criteria linked to effectiveness and results of task performance, through specific products.

3. Continue to implement the policy of arranging 100% of the positions of Chairman of the People's Committee, Chairman of the Inspection Committee, and Chief Inspector of the province to not be local people, to be completed before December 15, 2025...

4. Strengthen propaganda work, orient public opinion; protect internal politics, protect state secrets; protect the Party's ideological foundation, fight against plots, tricks, and activities against the Party and the State; refute wrong views, distorted and malicious information, especially on cyberspace related to the work of preparing for the congress; strictly handle violations.

5. Focus on preparing well for the organization of the 14th National Party Congress. The Standing Committees of the Subcommittees study and absorb comments from Party Congresses at all levels; comments from National Assembly deputies and people from all walks of life, intellectuals, scientists , etc. to complete the Draft Document to be submitted to the 15th Central Conference. Continue to prepare personnel matters and necessary conditions to successfully organize the 14th National Party Congress.

6. Organize a summary of work in 2025 and deploy tasks for 2026. Prepare well for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
