On the morning of November 29, with 100% of National Assembly delegates present in agreement, the National Assembly passed the resolution of the 6th session of the 15th National Assembly.
2% VAT reduction
The National Assembly agreed to reduce the value-added tax (VAT) rate by 2% for groups of goods and services specified in Resolution 43/2022 of the National Assembly on fiscal and monetary policies to support the socio -economic recovery and development program during the period from January 1 to June 30, 2024.
Reduce 2% VAT on groups of goods and services currently subject to a tax rate of 10% (reduced to 8%).
Except for some groups of goods and services such as telecommunications, information technology, financial activities, banking, securities, insurance, real estate business, metals, prefabricated metal products, mining products (excluding coal mining), coke, refined petroleum, chemical products, goods and services subject to special consumption tax.

Extending land acquisition and compensation time for Long Thanh airport
The National Assembly agreed to extend the implementation period of the land acquisition, compensation, support, and resettlement project of Long Thanh International Airport until December 31, 2024.
Supplement 966,749 billion VND from the central budget reserve of the medium-term public investment plan for the period 2021 - 2025 for the project.
The Government is responsible for the accuracy and completeness of information and data reported to the National Assembly; directs relevant ministries, branches and the People's Committee of Dong Nai province to coordinate, implement and complete the project in accordance with the schedule and regulations of the State Budget Law, the Public Investment Law and relevant laws.
In the report explaining and accepting, Secretary General of the National Assembly Bui Van Cuong said some opinions proposed to supplement the contents in the draft resolution.
Specifically, if the Long Thanh airport resettlement project does not use up all its capital, it can be allocated to other important transport infrastructure projects.
Regarding this content, the National Assembly Standing Committee said that the above opinions are new content, the Government did not propose it in the official reports to the National Assembly and the National Assembly did not discuss this content, so there is no basis to include it in the draft Resolution.
In addition, the content of the delegate's proposal is the adjustment of the project scope, which is under the authority of the person deciding on the investment policy and investment decision and must be implemented in accordance with the order and procedures prescribed in the State Budget Law, the Public Investment Law and relevant laws.
Adjusting the time for passing the revised Land Law and the Law on Credit Institutions (amended) At this session, the National Assembly passed 7 laws and 9 resolutions; gave initial opinions on 8 draft laws. The National Assembly also gave opinions on the reception, revision and decided to adjust the time for submitting for consideration and approval the draft Land Law (amended) and the Law on Credit Institutions (amended) to the nearest session. The Standing Committee of the National Assembly is assigned to organize the dissemination and implementation of passed laws and resolutions. The National Assembly requested the Government, Prime Minister, Supreme People's Court, Supreme People's Procuracy, State Audit, ministries, branches and localities to continue to tighten discipline and order, promote the responsibility of leaders, and focus on investing resources in building and perfecting synchronous institutions. The situation of evasion and lack of responsibility among some cadres, civil servants and public employees must be effectively remedied. Corruption, negativity, "group interests" and "local interests" in the construction and organization of law enforcement must be strictly handled. In addition, the National Assembly requested the Government and the Prime Minister to continue to direct the strengthening of inspection and examination, focusing on areas prone to corruption and negativity (management and use of land, resources, and public assets; bidding and procurement of public assets; auctions, finance, banking, securities, bonds, personnel organization, etc.). Timely detect and effectively prevent harassment, negativity, and inconvenience to people and businesses. |
