On the morning of October 23, the 6th session of the 15th National Assembly officially opened and discussed many important issues such as salary policy reform and a vote of confidence.

This morning (October 23), the 6th session of the 15th National Assembly opened and is expected to close on November 28.
The National Assembly will meet in two sessions. The first session will run from October 23 to November 10; the second session will run from November 20 to 28.
Before the opening ceremony, leaders of the Party, State, Central Committee of the Vietnam Fatherland Front , and National Assembly deputies will lay wreaths and pay tribute to President Ho Chi Minh at his mausoleum. The National Assembly will then hold a preparatory session to discuss and vote on the agenda of the session.
After the preparatory session and opening remarks by National Assembly Chairman Vuong Dinh Hue, the National Assembly will hear reports.
In particular, the report on socio-economic development results in 2023 and the plan for 2024 is expected to be presented by Prime Minister Pham Minh Chinh; synthesizing opinions and recommendations of voters and people; and results of monitoring the settlement of voters' recommendations.
In the afternoon, the National Assembly listened to reports on the implementation of the Socio-Economic Development Plan for the 2021-2025 period; the Economic Restructuring Plan for the 2021-2025 period; the implementation of the State budget in 2023, the estimate and plan for allocating the central budget in 2024.

Delegates also heard reports on the State financial and budget plan for 2024-2026; the national financial plan and public debt repayment for the 2021-2025 period; and mid-term assessment of the implementation of the medium-term public investment plan for the 2021-2025 period.
Consider many important contents
Regarding legislative work, the National Assembly will consider and pass 9 draft laws including the Land Law (amended); the Real Estate Business Law (amended); the Housing Law (amended); the Water Resources Law (amended); and the Telecommunications Law (amended).
Law on Management and Protection of National Defense Works and Military Zones; Law on Forces Participating in Protecting Security and Order at the Grassroots Level; Law on Citizen Identification (amended); Law on Credit Institutions (amended).
The National Assembly will also consider and approve a draft resolution on piloting a number of mechanisms and policies to remove obstacles stipulated in a number of laws related to investment in the construction of road traffic works.
At this session, the National Assembly will consider and comment on eight draft laws, including the Law on Social Insurance (amended); the Law on Archives (amended); and the Law on Defense Industry, Security and Industrial Mobilization.
Road Law; Law on Road Traffic Order and Safety; Law on the Capital (amended); Law on Organization of People's Courts (amended); Law on amending and supplementing a number of articles of the Law on Property Auction.
Regarding questioning, the new point is that at this session, the National Assembly will question and answer questions from National Assembly deputies on the responsibilities of Government members and sector heads in implementing a number of resolutions of the 14th National Assembly on thematic supervision, questioning and resolutions of the National Assembly on thematic supervision, questioning from the beginning of the 15th term to the end of the 4th session.
One notable content is that the National Assembly will take a vote of confidence for those holding positions elected or approved by the National Assembly. The session will spend more than a day taking a vote of confidence for 44 positions.
As planned, on the afternoon of October 24, the National Assembly voted to approve the list of people to be voted on for confidence, then discussed it in groups.
On the morning of October 25, delegates voted for confidence by secret ballot, and in the afternoon of the same day, the vote counting committee announced the vote counting results.
The National Assembly then voted to pass a resolution confirming the results of the vote of confidence.
Another content is that the National Assembly will also give opinions on the roadmap for implementing salary policy reform according to Resolution 27 of the Central Committee. The expected implementation time is from July 1, 2024. This content was given opinions by the Central Committee at the recent 8th Conference.
