The new National Assembly has 500 delegates, expected to include 80-90 Central Committee members.

(Dan Tri) - The Resolution of the National Assembly Standing Committee estimates the number of National Assembly deputies for the 16th term to be 500 people, including 217 deputies from central agencies and 283 local deputies.

The resolution on the expected number, structure and composition of deputies to the 16th National Assembly has just been issued by the National Assembly Standing Committee.

The total number of deputies to the 16th National Assembly is 500, according to the draft resolution. Of which, the expected number of deputies in central agencies is 217 (43.4%), the number of National Assembly deputies in localities is 283 (56.6%).

The Resolution of the National Assembly Standing Committee also clearly states that the structure of delegates in central agencies is allocated to each agency, organization and unit.

Specifically, Party agencies are allocated 10 delegates (2%); the Presidential agency 3 delegates (0.6%); National Assembly agencies (full-time National Assembly deputies at the Central level) are allocated 145 delegates (29%). The Government and Government agencies alone have 15 delegates (3%).

The number of National Assembly deputies allocated to the Ministry of National Defense (including the Minister, ministerial agencies, military regions and military branches) is 13 people (2.6%). The Ministry of Public Security (including the Minister) is allocated 3 deputies (0.6%).

The Supreme People's Court, the Supreme People's Procuracy and the State Audit Office are each allocated one delegate. The Vietnam Fatherland Front: 25 delegates (5%).

The number of local National Assembly deputies will be allocated based on two structures: orientation and guidance.

In which, the orientation structure (179 delegates, accounting for 35.8%) is the framework structure for provinces and cities to use as a basis to introduce candidates.

These delegates include key leaders in provinces and centrally-run cities who are also Heads of National Assembly delegations; full-time National Assembly deputies; the Vietnam Fatherland Front; religious representatives; the army; the police; the People's Court; the People's Procuracy; the Department of Justice; research institutes, universities, academies; enterprises, associations, and unions in the production sector.

The guiding structure introduced by localities (104 delegates, accounting for 20.8%) is a flexible structure for provinces and cities to use as a basis to introduce candidates, including representatives of the following sectors: science - technology, finance, education, health, culture - arts, representatives of local authorities, internal affairs, intellectuals...

The National Assembly Standing Committee noted that in this structure, attention should be paid to the reasonable allocation of women, non-Party members, ethnic minorities, young people, and self-nominated candidates.

The Resolution also stipulates the combined structure; a candidate for National Assembly deputy may have more than one combined structure, including:

The Central Committee delegates are about 80-90 people (16-18%), including 12-14 Politburo members and Secretariat members.

Non-Party delegates are expected to number 25-50 people (5-10%); young delegates (under 40 years old) are about 50 people (10%) and re-elected delegates are about 160 people (32%).

Delegates who are ethnic minorities must ensure that at least 18% of the total number of people on the official list of candidates for National Assembly deputies are ethnic minorities; delegates who are women must ensure that at least 35% of the total number of people on the official list of candidates for National Assembly deputies are women.

The Resolution of the National Assembly Standing Committee also stipulates the expected allocation of the number of Central delegates to run for local election according to the following principles:

- The National Assembly delegation of 7-10 delegates will include 3-4 Central delegates.

- The National Assembly delegation of 11-15 delegates will include 5-6 Central delegates.

- The National Assembly delegation of 16-17 delegates will have 7-8 Central delegates.

- The National Assembly delegation has 18-19 delegates with 8-9 Central delegates.

- The National Assembly delegation has 21 delegates, including 9-10 Central delegates.

- The National Assembly delegation of 32-38 delegates will have 15-17 Central delegates.
