Presenting the report of the National Assembly Standing Committee at the morning session on June 13, Chairman of the People's Aspirations and Supervision Committee Duong Thanh Binh said that based on the characteristics and special situation of 2026, the National Assembly Standing Committee proposed that the National Assembly allow not to propose thematic supervision content in the National Assembly's 2026 Supervision Program.
Accordingly, the Standing Committee of the National Assembly plans the content of the National Assembly's Supervision Program in 2026 as follows:
At the First Session of the 16th National Assembly, 8 reports of the Government , 1 report of the National Assembly Standing Committee and other reports of relevant agencies were considered in accordance with the provisions of law.
At the 2nd regular session of the 16th National Assembly, 22 reports of the Government, 3 reports of the National Assembly Standing Committee and other reports of relevant agencies were considered in accordance with the law. At the same time, 1 question and answer session was held for National Assembly deputies.
According to Chairman Duong Thanh Binh, the remaining months of 2025 and 2026 are of special importance in successfully implementing the Resolution of the 13th National Congress and the 14th National Congress of the Party.
In the context of the change in the organizational structure of the National Assembly, 2 new National Assembly Committees were established; at the same time, the streamlining of the political system, the merger of administrative units, and the organization of 2-level local governments, the number of National Assembly delegations of provinces and cities from 63 is expected to be reduced to 34 delegations, but the scale of the National Assembly delegations will be larger, the number of full-time National Assembly deputies will also increase, so besides the difficulties, there will also be many favorable conditions to perform the supervisory function better and more effectively.
Therefore, supervision work needs to continue to be focused on directing, drawing experience, having solutions to improve and innovate to suit the new practical situation, in which it is necessary to focus on promoting the spirit of initiative in supervision activities, promoting the application of information technology, proactively supervising right from the implementation of laws, ordinances, and resolutions of the National Assembly, the National Assembly Standing Committee, closely following the practical situation of law enforcement, ensuring that supervision activities are focused and key, avoiding overlap, improving effectiveness and efficiency, contributing to perfecting policies and laws, improving the effectiveness and efficiency of state management.
Supervise to the end the implementation of requests and recommendations of the National Assembly and the National Assembly Standing Committee.
Assessing the results of the implementation of the 2024 Supervision Program and the implementation situation in the first months of 2025, Chairman Duong Thanh Binh stated that the National Assembly, the National Assembly Standing Committee, the National Assembly agencies, the National Assembly delegations and National Assembly deputies have comprehensively and synchronously organized and implemented supervision activities with many improvements and innovations, closely following major issues emerging in the country's socio-economic life, while proactively and flexibly adjusting to suit the practical situation and have achieved important results.
Specifically, the work of building and perfecting institutions continues to receive attention, contributing to removing "bottlenecks" in the implementation of legal regulations on supervision activities.
The questioning and answering activities took place in a lively, democratic, practical, timely manner, closely following real life, "correct" and "on point" with the issues of concern to voters, people nationwide and National Assembly deputies.
At the end of the questioning sessions, the National Assembly and the National Assembly Standing Committee issued four resolutions, which set out specific requirements, solutions and deadlines for agencies to implement, and at the same time served as a basis for "re-supervision" of implementation.
For the first time in the term of the 15th National Assembly, the National Assembly Standing Committee conducted activities to review the implementation of the resolutions of the National Assembly Standing Committee on thematic supervision and questioning with the spirit of maximizing the results achieved in the "re-supervision" activities of the National Assembly at the 6th Session and demonstrating the responsibility of the National Assembly Standing Committee in supervising to the end the implementation of the requests and recommendations of the National Assembly and the National Assembly Standing Committee.
The activities of supervising legal documents continue to receive attention and direction from the National Assembly Standing Committee, and are carried out regularly, seriously, and responsibly by National Assembly agencies, achieving many results, each year better than the previous year.
Activities of supervising the settlement of complaints, denunciations, and voters' recommendations and supervising and guiding the activities of the People's Council have been focused on, implemented, and increasingly put into order.
Besides, for the first time, the policy of organizing a National Assembly Forum on supervisory activities has shown the spirit of constant innovation in the activities of the National Assembly./.
