In 2024, the National Assembly will conduct supreme supervision on the implementation of Resolution No. 43/2022/QH15 of the National Assembly on fiscal and monetary policies and resolutions of the National Assembly on a number of important national projects, as well as on real estate business and social housing development.

On the afternoon of June 8, continuing the program of the 5th Session, the National Assembly voted to pass the Resolution on the National Assembly's Supervision Program in 2024. Before voting, the National Assembly listened to the Report on receiving and explaining the opinions of National Assembly deputies on the proposed National Assembly's Supervision Program in 2024.
Supervision work has many practical and effective innovations.
Presenting a report at the meeting, Member of the National Assembly Standing Committee, Secretary General of the National Assembly Bui Van Cuong said that on the morning of May 27, the National Assembly discussed in the hall the assessment of the results of the implementation of the Supervision Program in 2022, the first months of 2023 and the planned Supervision Program of the National Assembly along with the draft Resolution on the Supervision Program of the National Assembly in 2024.
Most National Assembly deputies agreed with the content of the Submission and the draft Resolution on the National Assembly's Supervision Program in 2024. The deputies unanimously stated that, in recent times, the supervision work of the National Assembly, the National Assembly Standing Committee, the National Assembly agencies, the National Assembly delegations and the National Assembly deputies has undergone many innovations in a practical and effective direction, avoiding formalities and waste and minimizing impacts on the normal activities of localities, establishments, enterprises and related agencies and units.

Thereby, many positive results have been achieved, especially contributing to solving difficulties and problems in the promulgation and implementation of legal policies, receiving the attention, monitoring and support of a large number of voters and people.
Supreme supervision of 2 topics in 2024
Regarding the results of the selection of supervision topics, Secretary General of the National Assembly Bui Van Cuong said that the National Assembly has decided to conduct supreme supervision on two topics, including: Topic on the implementation of Resolution No. 43/2022/QH15 of the National Assembly on fiscal and monetary policies and resolutions of the National Assembly on a number of important national projects; topic on real estate business and social housing development.
At the same time, the National Assembly Standing Committee was assigned to organize supervision of two topics on public service units and ensuring traffic order and safety.
Reporting at the meeting, Secretary General of the National Assembly Bui Van Cuong stated that, regarding the topic of implementing Resolution No. 43/2022/QH15 and a number of resolutions on important national projects, the National Assembly Standing Committee found that, in addition to key projects that were completed on schedule and achieved quality, there are still a number of projects with slow disbursement rates, and the implementation process encountered many difficulties and problems related to investors and contractors that have not been resolved promptly...
The National Assembly's supreme supervision of this topic will help National Assembly deputies comprehensively assess the achieved results, clarify the shortcomings, difficulties, obstacles, causes, especially subjective causes, draw lessons and propose feasible solutions that need to be focused on in the coming time to ensure the comprehensive completion of the goals set out in the National Assembly's resolution.

Regarding the topic of ensuring traffic order and safety, real estate business, and social housing development, the Secretary General of the National Assembly stated that the Standing Committee of the National Assembly agreed that currently, real estate business, social housing development, and ensuring traffic order and safety are all urgent issues emerging in practice that need to be monitored more closely.
In addition to the inadequate and inconsistent legal regulations, it is necessary to consider amending and supplementing relevant laws, through supervision to detect difficulties and obstacles in the implementation process.
The dossiers of the draft Law on Real Estate Business (amended), the Law on Housing (amended) and the Law on Road Traffic Order and Safety will be important sources of information for the National Assembly and the National Assembly Standing Committee to conduct overall supervision of the implementation of policies and laws related to these contents.
The results of the monitoring project will promptly correct existing shortcomings and limitations to contribute to bringing these laws into life soon.
Regarding some other issues, Secretary General of the National Assembly Bui Van Cuong said that, accepting the opinions of National Assembly deputies, in the process of developing plans and deploying the Supervisory Delegations, the National Assembly Standing Committee will continue to consider and direct the adjustment of supervisory methods accordingly.
At the same time, direct agencies according to their functions and tasks to research, propose and specify solutions to resolve recommendations and proposals in the process of implementing supervisory activities related to financial work serving the National Assembly Delegation and research to amend the Law on Supervisory Activities of the National Assembly and People's Councils.

Next, the National Assembly voted to pass the Resolution. The voting results showed that 451/459 National Assembly deputies present voted in favor, accounting for 91.30%.
Thus, with a high approval rate, the National Assembly voted to pass the Resolution on the National Assembly's Supervision Program in 2024.
According to the Resolution, the content of the National Assembly's Supervision Program at the 7th Session focuses on 7 groups of issues, including: Reviewing the Government's reports on additional assessments of the results of the implementation of the socio-economic development plan and the state budget in 2023; the implementation of the socio-economic development plan and the state budget in the first months of 2024; the state financial report in 2022; the state budget settlement report in 2022; the report on thrift practice and waste prevention in 2023; the implementation of the national goal on gender equality in 2023; summarizing the implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the socio-economic recovery and development program. At the same time, at the 7th session, the National Assembly reviewed the report of the National Assembly Standing Committee on the results of supervising the settlement of voters' petitions sent to the 6th session; conducted questioning and answering questions of National Assembly deputies... In particular, at the 7th session, the National Assembly will review the thematic supervision report "Implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program and resolutions of the National Assembly on a number of important national projects until the end of 2023 (Long Thanh Airport Project; North-South Expressway Project in the East for the 2017-2020 and 2021-2025 periods; Ring Road 4 Project - Hanoi Capital Region; Ring Road 3 Project of Ho Chi Minh City; Khanh Hoa-Buon Ma Thuot Expressway Project Phase 1; Bien Hoa-Vung Tau Expressway Project Phase 1; Chau Doc-Can Tho-Soc Trang Expressway Project Phase 1)". Next, at the 8th Session, the National Assembly will review the Government's reports on: Results of the implementation of the socio-economic development plan, state budget for 2024 and the socio-economic development plan, state budget estimates, central budget allocation plan for 2025; implementation of the public investment plan for 2024 and the expected plan for 2025; results of the implementation of the National Assembly's resolutions on the 5-year plan for 2021-2025; National target program on new rural construction; National target program on sustainable poverty reduction; National target program on socio-economic development in ethnic minority and mountainous areas; anti-corruption work; anti-crime and law violation work; enforcement of judgments; implementation of social insurance policies and regimes, management and use of the Social Insurance Fund in 2023; Management and use of Health Insurance Fund in 2023... Also at the 8th Session, the National Assembly conducted questions and answers from National Assembly deputies; reviewed the thematic supervision report "Implementation of policies and laws on real estate market management and social housing development from 2009 to the end of 2023"... |
