Continuing the 10th Session, on the morning of October 21, the National Assembly discussed in groups the assessment of the results of the implementation of the 2025 socio -economic development plan and the projected 2026 socio-economic development plan.

According to the report, the Government is determined to achieve the growth target of 10% or more in 2026 to create momentum, force, and position for double-digit growth in the following years. In particular, dynamic localities such as Hanoi , Ho Chi Minh City, Da Nang, Hai Phong, Dong Nai, Lam Dong... need to achieve double-digit growth.

The 2026 plan is expected to have 15 targets: GDP growth rate strives to be 10% or higher; GDP per capita reaches 5,400 - 5,500 USD; the proportion of processing and manufacturing industry in GDP reaches 24.96%; the average CPI growth rate is about 4.5%; the average social labor productivity growth rate reaches 8.5%; the proportion of workers with degrees and certificates reaches about 29.5%; the proportion of agricultural workers in the total social labor force reaches 25.3%...

The unemployment rate among the age group in urban areas is below 4%; the poverty rate (according to the multidimensional poverty standard) decreases by about 1-1.5 percentage points; the number of doctors per 10,000 people: 15.3 doctors; The number of hospital beds per 10,000 people is 34.7 beds.

Regarding major balances, the Government determined that total retail sales of goods and service revenue will reach about 7,755 trillion VND, an increase of about 10% compared to 2025. Total import-export turnover will reach about 952 billion USD, an increase of about 8% compared to 2025. The trade balance will maintain a trade surplus, estimated at about 28 billion USD.

It is estimated that commercial electricity in 2026 will reach 319 - 326.5 billion kWh, an increase of about 8.1% - 10.6% compared to the estimated implementation in 2025. It is estimated that electricity production and import in 2026 will reach 358.1 billion kWh, an increase of 11% compared to the estimated implementation in 2025...

Also at the session, the National Assembly will discuss the implementation of the state budget in 2025, the state budget estimate, and the central budget allocation plan for 2026 (including the 3-year state budget-finance plan for 2026-2028; the implementation of the state budget public investment plan in 2025, the expected state budget public investment plan in 2026; the implementation of the 2025 financial plan, the expected 2026 financial plan of the extra-budgetary state financial funds managed by the central government).

The National Assembly will also discuss the results of implementing the National Assembly's resolutions on the 5-year plan for the 2021-2025 period: socio-economic development; economic restructuring; medium-term public investment; national finance and borrowing and repayment of public debt; and plans for the 5-year national finance for the 2026-2030 period; and medium-term public investment for the 2026-2030 period.

Also according to the agenda, the National Assembly will discuss reports of the Government, the Supreme People's Court, and the Supreme People's Procuracy on the implementation of the Constitution, laws, resolutions of the National Assembly, ordinances, and resolutions of the National Assembly Standing Committee in 2025.

On the same afternoon, the National Assembly discussed in groups: Reports on the 2021-2026 term of the President and the Government; Draft report on the 15th term of the National Assembly; reports on the 15th term of the National Assembly Standing Committee, the Nationalities Council, the National Assembly Committees, and the State Audit; Reports on the 2021-2026 term of the Supreme People's Court and the Supreme People's Procuracy.
