Delegate Nguyen Van Huy, Deputy Head of the Provincial National Assembly Delegation, spoke at the group discussion.
Comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly delegation of Thai Binh province, and National Assembly deputies of Thai Binh province participated in the discussion at Group 10, including National Assembly delegations of Thai Binh, Bac Lieu and Ninh Thuan provinces.
Commenting on the assessment of the results of the implementation of the socio-economic development plan for 2023; the expected socio-economic development plan for 2024, the delegates said that the socio-economic situation continues to recover, basically achieving the set general goals and many important results in all fields; continuing to be a bright spot in the global economy. Based on the results of the first 9 months, it is estimated that in 2023, at least 10/15 targets will be achieved and exceeded, notably the ability to complete all social targets. Assessing the world context and many difficulties and challenges that directly affect the implementation of socio-economic development goals, the delegates said that although there are still some limitations, the results achieved are very valuable, demonstrating the determination and efforts of the Government in directing and operating. Achieving these results is due to the leadership of the Party; the proactive and effective supervision of the National Assembly; the strong direction of the Government and the Prime Minister; the strong participation of the entire political system; the support, sharing and trust of all classes of people and the business community.
Participating in the discussion, delegate Phan Duc Hieu, National Assembly Delegation of Thai Binh province, said that in order to objectively and comprehensively evaluate the achieved results, two additional criteria need to be added: Allocating huge resources to support the business community; and strong direction from the Government, ministries, branches, and localities.
Forecasting that the world economic situation in 2024 will still face many difficulties and uncertainties, delegates suggested that, along with focusing on synchronously implementing solutions as proposed by the Government, it is necessary to continue to maintain efforts and be more drastic in the following years and in the remaining months of the year. Accordingly, it is necessary to unleash all resources and take advantage of all opportunities that we have and are having in our country's economy.
In addition, delegates recommended that it is necessary to focus on completely removing difficulties and bottlenecks related to the real estate market and corporate bonds; and to remove unfinished projects. At the same time, it is necessary to pay more attention to and promote the role of state-owned enterprises in economic development; and promptly submit for review and amendment of the operating mechanism of state-owned enterprises to improve operational efficiency.
Sharing the same view, delegate Nguyen Van Huy, the provincial National Assembly delegation, said that it is necessary to overcome shortcomings and limitations to accelerate the disbursement of public investment capital from the beginning of 2024, especially important national projects, key works and 3 national target programs; enhance the responsibility of leaders in deciding on investment policies and project investment decisions; resolutely eliminate unnecessary, scattered and ineffective projects. Focus on removing obstacles and shortcomings, speeding up progress, ensuring the quality of a synchronous and modern strategic infrastructure system, especially key and important national transport infrastructure projects; it is necessary to continue reviewing the legal system, including laws, ordinances, resolutions, decrees, circulars and finding solutions to continue to improve according to the requirements of Resolution No. 101/2023/QH15 of the National Assembly. In addition, delegates also noted that the target of social labor productivity growth rate has not been achieved for the third consecutive year; the main growth drivers of the economy have slowed down, even declined and are under great pressure from the outside;… These are limitations that need to be promptly overcome and have fundamental, key solutions implemented in the coming time.
Also at the group discussion session, delegates focused on giving opinions on many other important contents regarding: Results of implementing Resolution No. 43/2022/QH15 on fiscal and monetary policies to support the socio-economic recovery and development program; Government report on piloting a number of specific mechanisms and policies for the development of Da Nang city; results of reviewing the system of legal documents according to the provisions of Resolution No. 101/2023/QH15 on the 5th Session of the 15th National Assembly.
In the afternoon, under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Management and Protection of National Defense Works and Military Zones.
