On the morning of October 30, continuing the 10th Session , the National Assembly continued to discuss in the hall the assessment of the results of the implementation of the 2025 socio-economic development plan and the projected 2026 socio-economic development plan.

Discuss the reports of the Government, Chief Justice of the Supreme People's Court, and Chief Prosecutor of the Supreme People's Procuracy on the issuance of documents adjusting contents under the authority of the National Assembly to handle issues arising in the implementation of state apparatus organization arrangement, promote decentralization, delegation of power and remove obstacles due to legal provisions (according to the provisions of the Law on Organization of the Government, the Law on Organization of Local Government, Resolution No. 190/2025/QH15 of the National Assembly regulating the handling of a number of issues related to state apparatus organization arrangement, Resolution No. 206/2025/QH15 of the National Assembly on special mechanisms for handling difficulties and obstacles due to legal provisions).

The National Assembly also discussed reports of the Government, the Supreme People's Court, and the Supreme People's Procuracy on the implementation of the Constitution, laws, resolutions of the National Assembly, ordinances, and resolutions of the National Assembly Standing Committee in 2025.

Members of the Government, Chief Justice of the Supreme People's Court, and Chief Prosecutor of the Supreme People's Procuracy explained and clarified a number of issues raised by National Assembly deputies.

The implementation of the state budget in 2025, the state budget estimate, the central budget allocation plan in 2026 (including the 3-year state financial and budget plan 2026-2028; the implementation of the state budget public investment plan in 2025, the expected state budget public investment plan in 2026; the implementation of the 2025 financial plan, the expected 2026 financial plan of the extra-budgetary state financial funds managed by the central government).

Results of implementing the National Assembly's resolutions on the 5-year plan for the 2021-2025 period: medium-term public investment; national finance and borrowing and public debt repayment; expected plans: national 5-year finance for the 2026-2030 period; medium-term public investment for the 2026-2030 period.
