New rural construction: Flexible in implementation

After the administrative unit merger, Thai Nguyen province has 77 communes implementing the National Target Program on New Rural Development. In the context of the local government operating under a 2-level model and the merger being implemented, most communes in the province have changed their status, 100% of which have to adjust their planning. Therefore, the implementation of the Program from now until the end of the year is facing many difficulties and challenges.

The biggest difficulty now is that the communes after the reorganization have not yet met the No. 1 criterion on Planning (at least until the end of 2025), so the whole province has not yet had any communes that are qualified to be recognized as meeting the new rural standards (NTM). This leads to a lack of inheritance in the results of new rural construction of the localities before the merger.

In addition, the implementation of the process of re-recognizing the communes arranged according to Decision No. 18/2022/QD-TTg dated August 2, 2022 of the Prime Minister (in cases where the communes are considered to meet the Planning criteria according to the draft of the Ministry) also requires a lot of time, effort and money, causing a significant impact on the activities of the People's Committees at the commune level, which are under great pressure.

Notably, at this time, localities in the province are developing goals, plans and projects to implement the Program for the period 2026-2030. However, the fact that the Central Government has not yet issued the New Rural Criteria for the period 2026-2030 (the drafts are not unified and are regularly adjusted) along with the lack of announcements on capital sources for national target programs for the period 2026-2030, is causing many difficulties in directing communes to review, assess the current situation and develop plans for the next period. This is the main reason why the work of developing a plan to implement the Program for the period 2026-2030 in the province has encountered many obstacles.

Faced with these difficulties, from now until the end of the year, Thai Nguyen has proactively adjusted the focus of implementing the Program. Mr. Nguyen Thanh Nam, Head of the Department of Economic Cooperation and Rural Development, said: Instead of focusing on completing the target of the number of communes meeting the standards, the province has shifted to improving the quality of the achieved criteria and striving to complete the unmet criteria in existing communes.

To accomplish this goal, along with strengthening leadership, direction and enhancing the role and responsibility of leaders of Party committees and authorities at all levels, the province continues to improve the quality and effectiveness of the operations of Steering Committees at all levels; at the same time, mobilizing the participation of the entire political system and the whole society to successfully implement the goals and tasks of building a new rural area in 2025. In particular, propaganda and mobilization work to raise awareness, promote the role of the people and the community as subjects with the motto "People know, people discuss, people do, people inspect, people supervise, people benefit" continues to be valued.

Along with that, the province has promoted the effective implementation of the Movement "Thai Nguyen joins hands to build new rural areas" and the Campaign "All people unite to build new rural areas and civilized urban areas" to create consensus and spread the spirit of self-awareness and creativity in the implementation process. At the same time, it has focused on inspection and supervision to promptly detect and remove difficulties and problems arising in the implementation of the Program.

In parallel with the above solutions, from now until the end of the year, units and localities must make detailed disbursement plans for each project and strictly adhere to the disbursement schedule each month. Along with that, it is necessary to strengthen field inspections, urge contractors to speed up progress, remove obstacles in land and site clearance, speed up site clearance, construction, acceptance of volume, complete payment and settlement records... In particular, the results of capital disbursement will be considered an important criterion in assessing the level of task completion of heads of agencies, units as well as related collectives and individuals.

With the determination to implement the Program with the best results, from now until the end of the year, the province's key task is to strengthen discipline and order in capital disbursement; at the same time, there are strict sanctions according to regulations for investors, organizations and individuals who intentionally delay the progress of capital allocation, implementation and disbursement.
